rumor was a well known restaurant was paying him 1K a week in tribute money with the owner visiting him monthly.

Everything belongs to the family not to the individual soldiers. If the boss says give up your operation you do it or risk otherwise. They know Gene is coming out and they know it for a long time. He did 30 years they aren’t going to shit on him, I’m sure they have something set aside for him when he’s ready.

You are correct. Louis Freeh, former head of the FBI, said their fears about Russian OC back in the early 1990s had not proven true over time. It's true that the Justice Department combined it's organized crime and gang sections a while back.

It was around that time, in 2009 if I remember correctly, that the Attorney General Organized Crime Council began to consider international organized crime (rather than the Italian-American Mafia) to be the primary organized crime threat facing the U.S. I've always taken this "international threat" to be collective in nature.

Anyway, this included a new reprioritization list -

1. Top International Criminal Organization Targets (TICOT)

2) Families of La Cosa Nostra

3) Organized Crime Groups in regard to cases coordinated by International Organized Crime Intelligence & Operations Center (IOC-2)

4) Any other organized crime group that the Organized Crime & Gang Section (OCGS) designated a High Priority Organized Crime Group.
All roads lead to New York.

Gang Land News, Dec. 2002, reported Gene Gotti running a loanshark book with Joseph and Ralph Scopo that, by 2002, thirteen years after Genes incarceration, was worth at least $1 million dollars.
