my thoughts are that when this was written (02) the Gambinos were almost at there worst point in history. so it makes sense for back then to consider him.
this is probably around the time Gene was caught on tape saying "Go ahead and give Nicky the spot. he's waited long enough " or something equivalent to that.
with Felice info on Gene, i think this will be interesting to see what happens. hopefully he's more lively then Sonny Franzese

I've long suspected there was more overlap amongst people listed as captains than some might think. I look at crew histories, who is indicted with who, the amount of indictments over the years, the size of the family overall, and so on. Not only do I think Daniel Marino and George Lombardozzi are the same crew, I also think the same applies to Salvatore Gigante and Nicholas Calisi, Barry Nichilo and Anthony Palumbo, Domenico Cefalu and Domenico Acquista, John Rizzo and Ernest Grillo, John Spirito Sr and Ernest Aiello, Vincent Riccardo, and Dennis DeLucia, and Teddy Persico and Carmine Persico. I personally think the days of any of the New York families having 15-20+ crews are gone.

So Devita wasn’t a powerful captain in 2020 because there are no cases and to your knowledge are barely any members left in his crew, they made nobody then. Think I’ll stick with Capeci on that one
