That's what I was thinking. In 2014, Anastasia reported that Ligambi had switched from acting boss to consigliere after the feds dropped the charges against him and more recently he and Schratwieser have been talking about him serving in a consigliere mode.

I agree 100%. The Feds know Meeking and his inner circle don’t snitch. My theory is the feds want Dom Grande so badly because they think he might be the weak link. The way the feds felt about Gravano. If Baby Dom flips, they can nail the Merlino crew once and for all. Pennisi goes even further to suggest Arabia and Castelli were 2 of the guys made in 2015 and they were put into Dom’s crew. We’ve been taking Pennisi’s word on other guys being made so I see no reason to stop believing him now despite them not being listed as made in the indictment. He’s young. He has a new wife. I don’t believe Dom Grande has done prison time. JL is not Joe Licata. Joe Ligambi has been a fixture in the middle of the group since he beat his case. It's definitely him. I'm also guessing that Persiano either attended the 2015 ceremony (maybe got made there) or was told by Dom who attended the ceremony. How else would they know that Dom, Sonny and Stevie were there? And if Arabia and Castelli had been made, why wouldn't they be so named as being made in the indictment...if they put Sonny, Dom and Stevie there they surely could put the others. I don't think Penisi knows what he's talking about and is looking for clicks.

And held without bail? That's ridiculous...there isn't even violence in the indictment. "i'd like to crack the guy" isn't the same as actually doing it.

I agree with you so far that Pennisi has proved credible, though Philly is slightly further out of his wheelhouse than normal. Pennisi could've read that and then jumped to the conclusion that it meant Arabia and Castelli were made. Though he does say that he has personally "spent time with most of these guys and found them to be a close knit group." He has already said that he almost met Merlino at that gathering with Perna, so it backs up the claim that he would conceivably know some Philly stuff. I remain doubtful about the Licata as consigliere thing though, I side with dack that it's far, far more likely to be Ligambi based on everything we've heard from the past 10 years.16. On or about October 15, 2015, defendants STEVEN MAZZONE, DOMENIC GRANDE, and SALVATORE MAZZONE participated in a "making ceremony" in South Philadelphia, during which several new soldiers were inducted into the Philadelphia LCN.
17. On or about November 24, 2015, defendant DOMENIC GRANDE instructed soldiers in his crew to work with defendants KENNETH ARABIA and DANIEL CASTELLI to reclaim territory in Atlantic City by extorting local bookmakers and loansharks into giving part of their business and proceeds of their business's illegal activity to the Philadelphia LCN.
Part of the 2010 Stefanelli transcripts features Licata and Ligambi discussing North Jersey guys having administration positions. Licata says that Caponigro being made consigliere caused a lot of bullshit and that he should have stayed what he was before. Licata also says he's happy remaining a captain and simply helping run the North Jersey crew. He says the administration positions should belong to the guys in Philadelphia and Ligambi agrees with him.
Based on that, JL has to be Ligambi.

JL in the indictment is 100% Uncle Joe Ligambi.
Scoops was never consigliere and would never be consigliere.
Scoops doesn’t even really run the day to day of his own crew in North Jersey.
Remember the timeframe of this indictment was 2015-2016 so at that time you had Mikey Lance Street Boss, Uncle Joe Consigliere, and Stevie as Underboss with Merlino being the Official Boss from Florida. So this was the structure 4-5 years ago, things have changed since then Merlino even got indicted and went away so you have new people in the admin positions in 2020 running the day to day out on the streets.
Things change rather quickly and rapidly out on the streets you need to remember with people being indicted, people coming out of prison, people on paper, people falling out of favor/popularity, people earning more, etc. The structure in 2015 isn’t going to be the same in 2020. This indictment is all from at least 5 years ago.
