The reward only comes out when the investigation has hit a dead end. Guy in that picture sure doesn't look like he's running with short legs. Would be shocking if rumors have been off base the entire time.

The problem here is confirmation bias. It plagues law enforcement. Here's an example. Right now, this photo has probably been sent to 2 or 3 "experts" throughout the FBI to determine the height of the suspect in the picture. Lead agent praying it matches Dom's height. Those experts have probably come back with 2 or 3 different opinions. One says 5' 9'', one says 5' 6'' and the other says 6 '2". Lead agent thinks they've solved the case and ignores the other two opinions. They bring charges against Dom with third hand hearsay from third rate rats and a couple of drug dealers paying protection and these photos.
Defense brings in one expert who definitively says the height of the guy in the picture is 6' 2", which the defense will find, guaranteed. One witness comes in and says Dom was in Delaware County that morning, he couldn't have been stalking and shooting this guy at 2:20pm or whatever. That's an acquittal. Feds are smart enough here to attempt to get more because they don't know for sure that's Dom and proceeding forward otherwise, they lose that case.
