Yes, the agreement was that Cali had New York while Medellin had Los Angeles and Miami was apparantly an open city.
Medellin at their height controlled 85% of the cocaine trade. Cali at their height controlled 90%, after Medellin was dismantled. Their reign at the top was shortlived, despite their sophisticated operation.

The Colombians are still around. In fact the Feds think they are making a bit of a comeback. They’ve been shipping coke to the US in record numbers over the past few years. The US was one of the only developed nations on earth that saw a drop in cocaine use in the 21st century. Now the Feds think the Colombians are trying to flood the market and increase demand for the drug. Jermey weren't you originally referring to cocaine? The Mexicans don't grow coca or produce cocaine. Unless I am wrong my understanding with regard to cocaine and the Mexicans is they are responsible for transportation and distribution.
