They were going to testify to the fact that he had a crew, not that he was made. Not sure where that originated because there are no court documents or news articles out there that would prove that theory.
We at least know he wasnt made in 1989 because he was complaining about that fact in front of a CI.

The way a typical mob bookmaking operation works is players will go online, with a username and password they got from their bookie, and place a bet on a website that is hosted offshore (usually Costa Rica). No credit card is used and no money has been exchanged at this point. The player, what game(s) they're betting on, and how much money they're betting is simply logged. The bookie also has access to the site and can monitor the action, how much players are up or down, as well as approve a raise in the level of credit a given player can play with if needed. The bookie usually settles up with his players weekly, collecting from those that owe and paying out to winners. That's when money is exchanged - in cash. No, the witnesses were going to testify to both things that he was a made member of the Outfit AND he had a crew. Marco then backed down. What Pete said is correct. If you have a copy of the indictment that talks about these things, go ahead and post it. But legit offshore operations are done the way I described. If Marco has an offshore operation that he oversees, it may be legit. two different types of books are being talked about here but they are both technically "off shore"
one: those huge monoliths like Bodova, 5dimes, WSEX, Bodog, etc... that anyone can have an account on via a 5 minute online registration, and you deposit money via wire, CC, etc... and risk the money BEFORE you bet
two: a local "blue collar" book thats simply transitioned with the times and uses an online interface (similar to how the ones above are) , but its ran by local guys who pay for the luxury of said online interface so they dont have to be on paper and phone all day, and their customers can bet easier. limits can be set, monitoring, etc... the bookies are paying for this service and its usually HOSTED offshore, while physical monies are exchanged locally with the bookie's runners. the URL they give their bettors is private. for all intents and purposes these are the types of operations we hear about in regards to LCN
