Guys that are currently trying to make a name for themselves in their 20's and 30's I couldn't tell you too much about but the ones I know of could fit what your saying. One more piece of info to add. Sarno became boss in 05 therefore if nick was not identified as made in 05 by the FBI and he is now made it would have had to been sarno or someone after he went away. This was talked about before whether nick could have been one of the guys made by sarno. We don't know but you asked who people have speculated on he is one that didn't fit your idea of what sarnos made guys would look like as are the other two mentioned. Local le does build cases as well they just don't do it as often, which is why bobby panozzo is sitting in county jail charged in a state rico case and not sitting in federal prison. Koroluk who was part of the same crew and is currently doing time in a state prison. See the link below as it discusses this case. Notice it talks about how it's a cook county state rico charge which is similar to the federal charge. Also it talks about Chicago pd and the Feds working together on the case

Haven't seen any real evidence of the local police gathering information on bookmaking which is way different than murder.

The old Michael's Magic Touch strip joint in Lyons Illinois was owned by the Outfit or Aiuppa and was burned down by the Outlaws. I will try to find more information. I thought Aiuppa had them burn it down, but maybe it has something to do with revenge about the murdered Outlaw.
In addition, Panozzo's meth looking crew were involved in armed robberies which is way different than guys taking bets on football games.
The local LE only get involved when there is violence or the obvious threat of violence. They are generally not involved in gathering information on VICTIMLESS crimes. That's generally how it has been for years in big cities.
