I sure hope so. It's one of the quotes I printed out and hung up in my workspace. Seems to keep people in line. ;)

Nope. The earliest I found it was in the New York Herald in 1903.

Edit: Found an earlier ref in the Boston Journal in 1883

No, Solai. He didn't make up the saying and there's no evidence that he even quoted it, but if I find any different I will let you know. So for now the answer is a king-sized "No."

Here's a couple similar quotes that come from The Quotable Al Capone:

"Roscoe" means a gun, so to "put the roscoe" on someone is to point a gun at someone else. In context it means that he was a target.
