Nope. The earliest I found it was in the New York Herald in 1903.

No, Solai. He didn't make up the saying and there's no evidence that he even quoted it, but if I find any different I will let you know. So for now the answer is a king-sized "No."

"Roscoe" means a gun, so to "put the roscoe" on someone is to point a gun at someone else. In context it means that he was a target.

No problema, Solai. Al certainly did have a way with words and was clearly more intelligent than a simple thug.
