How long was Merlino a made man before he took over the family via Natale?

Merlino was made in 1992 by Stanfa along with Michael Ciancaglini and Biagio Adornetto. So if you go with him taking over when Natale took over it would be in 1994. I think Merlino got out of jail for his parole violation in late 1994 and Natale got out in late 1994. And then Joey Merlino "made" Natale and Natale became "boss".

How was Merlino allowed to run a ceremony by just being a soldier?

I thought only Captains & higher ups can do ceremonies.
