B. wrote: Sun Jul 23, 2023 9:34 am It's two different sources in the same report. The first part is from a newspaper article and the last part is from an informant. Who knows what the newspaper's sources were, but the CI didn't say anything here about Accardo losing his position that early.

It's possible though that issues started to develop in 1952 and were exaggerated by this article. One thing Accardo said on tape was that when he was boss he made a mistake and then his detractors started looking for him to make other mistakes. Maybe a series of issues took place in the years leading up to him stepping down even if it wasn't what was described in the 1954 article.
This has been discussed here before but that was some time back and it's good to revisit questions like this.

The FBI was, of course, noting that the information reported by CPD to the Tribune didn't match what their informant had told them. I don't recall seeing any later CI accounts, whether from members or associates, that discuss Accardo being forced out in either '52 or '54. As you noted, there was a 1960s FBI bug that captured an interesting conversation between Accardo and Gus Alex, where Accardo mentioned that he had fucked up, received a "slap", and then people were looking to give him another. Alex commented that Accardo had been "greedy" and acted like a "boob" during his time as boss.

We know from Bill Bonanno that Accardo was Chicago rappresentante as of the 1956 Commission meeting, as this was when Accardo formally announced that he was stepping down and introduced Giancana to the Commission as the new Chicago rappresentante. Bill was at the meeting and witnessed the proceedings as an aide to his father.

Now, from 1951 to 1954, Accardo indeed had a rough time. After having been subpoenaed to testify at the Kefauver Hearings, in 1951 Accardo was subpoenaed several times to appear before Chicago Grand Juries convened to investigate mob control over local LE, the black policy (numbers) racket, organized laborer, murders, etc. Despite the intense public scrutiny on him, Accardo decided that this was a good time to buy his 22-room mansion in River Forest, leading to newspaper and magazine articles discussing his power and opulent lifestyle. Accardo was arrested and held by CPD for questioning around this time, and then used a personal friend of his, Municipal Judge George Quillici, to get himself signed out of detention; naturally, this brought public calls to investigate mob influence in the local courts.

From the end of 1951 to early 1952, two big cases came down, leading to tons of press coverage, locally and nationally, and Grand Juries, etc.: the cigarette tax stamp ring (where outfit-linked tobacco distributors, including Chicago member Joe Fusco, used fake tax stamps to defraud the State of IL), and the horsemeat scandal (where outfit-controlled meat processing facilities swapped horse meat for ground beef, bribed State food inspection officials, and used counterfeit government inspection stamps). Both incidents brought major heat down on the mob and kept Accardo's name in the press spotlight. It was then reported by the Tribune in April 1952 that Ricca had taken Accardo down as "head of the syndicate" for his mishandling of these events.

In 1953, there were more Grand Juries, with local LE searching for Accardo to take him into custody for questioning (related to murders and other crimes). It was reported at this time that Accardo was flying into LA and Vegas and being turned away by local LE in those cities as an "undesirable".

Then, in March of 1954, Accardo's next big "slap" came, when Federal narcotics agents busted a $10 mil-a-year heroin wholesaling ring under Tony Pape and Joe Iacullo. Iacullo was a personal associate of Accardo and it was revealed in the press that Iacullo had been surveilled by FBN agents meeting with Accardo in his mansion at least 25 times while they were tailing the leaders of the dope ring, and that FBN agents were tailing and surveilling Accardo as well. This led to Accardo being dubbed "The Narcotics Kingpin of the Midwest" in the press, which one can imagine was not a welcome characterization. Several members of the heroin ring wound up murdered, of course, but Accardo himself allegedly landed in hot water because of it, with the press reporting that a shot was fired above his head as a warning and that he had erected a new, taller, fence around his mansion. In April of 1954, Accardo applied for a passport, ostensibly for a fishing trip to South America, but Tribune sources instead believed that Accardo was attempting to flee the country as he feared being assassinated. The next month, Accardo withdrew his bid for the passport, after it was reported that he had been planning to fly to Chile and then take a second flight to Italy to meet with Charlie Lucky. Reporting declared a "feud" in the Chicago mafia, with a struggle between Accardo and Ricca for control. The bust of the heroin ring came less than two weeks after Ricca's parole term for the Hollywood Extortion case ended, with sources claiming that Ricca began "placing pressure on Accardo" at that point.

You can see here the kind of coverage that Accardo was getting at this time, from a May 1954 Tribune article discussing the murders of heroin ring members Pape and Frank "Shorty" Coduto:
Image

In May of 1954, after withdrawing his application for the Chile passport, it was reported that Accardo was surveilled meeting with "Luciano spokesmen" Gaetano Ricci and Johnny Torrio at a Chicago hotel. After this, press coverage continued referring to Accardo as the head of the Chicago mafia "number 1 man in the syndicate", etc. Accardo seems to have basically officiated over Louie Campagna's 1955 funeral, as the Tribune reported that he held court for two days, and Ricca attended. Ricca also attended Accardo's annual July 4th party in 1955, where it was reported that Accardo shocked his 300+ guests by appearing in Bermuda shorts. Clearly, all the other stuff was one thing, but this was a bridge too far. Ricca obviously informed the Commission that a Don doesn't wear shorts, and by the next year, Accardo was forced to step down. Apart from committing sartorial nfamità, Accardo was also under investigation by the IRS at this time, following a case against him and Frank LaPorte for failing to pay taxes on the Owl Club in Calumet City, eventually leading to Accardo's 1960 conviction on tax evasion charges (overturned on appeal).

- Two Chicago member informants in 1976. Does anyone know if those codes match any of the known / suspected informants?
- One of the member informants attended Dom DiBella's 1976 funeral.

Image

- Same member informant. Was close to Sam Giancana.
- Tried to attend Giancana's funeral but Chicago undertaker William Marzullo told him not to attend. William Marzullo was the son of Chicago member and politician Vito Marzullo.
- A relative of the informant's who was close to Joey Aiuppa also told the informant he would get "called in" if he went to Giancana's funeral.
Thanks to Ed, we know that CG 6933 was Tony Amatore. I do not believe that Amatore was actually a member, as he was a former cop, was only identified by Lou Fratto as a "member" (and Fratto, or the FBI agents who interviewed him at least, made many suspect identifications of guys as "members"), and apparently never even identified himself as a member to the FBI.

CG 6670 is still a mystery to me, as we have little on him to go on, apart from him telling the Feds that he knew both Giancana and Roselli. 6670 began informing by 1963 at the latest, so if he was indeed a member, then he was likely the first member CI that the FBI had for Chicago. In all of the documents I've seen sourced to him, however, he gives essentially no substantial or organizational intel (for example, he was not cited as a source on the 1967 or 1968 FBI Chicago membership lists), and seemingly gave very little info about anything at all.

Great find. Chicago had more sleepers than Motel fucking 6. This was from 1970, and the AZ informant also stated that he saw Joe Iatarola Jr meet with Pete Licavoli. Sometime last year, IIRC, thekiduknow and I had discussed a file where some Tucson-based members of Joe Bonanno's group were allegedly approached by an AZ-based father-and-son duo, where at least one was said to have been a Chicago member, who tried to poach these guys to come over with Chicago.

Angie Commito was identified as a Chicago LCN associate in testimony from Jimmy Fratianno; from other documents that I've seen, he seems to have been important both in Chicago and nationally later in the '80s, which has led me to wonder if Commito himself was made. In 1988, Commito and co-conspirators were indicted by the Feds for conspiring to bribe union officials, insurance companies, and others to obtain contracts all over the US. There's more to say about all of this, as there was a lot of white-collar crime around union health plans going on during this period.

Apart from the thing with Commito, Joe Iatarola Sr kept a very low public profile. He was born in 1909 in Melrose Park to Antonio Iatarola of Motaguto, Avellino, and Cherubina Palermo of Rende, Cosenza. Antonio Iatarola worked as a fireman on the railroads and was apparently a compare of Luigi Ciotti, uncle of later Melrose Park crew associate Buddy Ciotti. In 1930, Joe Iatarola married Fannie Mauro, born in Chicago to a Taylor St/Melrose Park family from Marigliano, Napoli (hometown of Ruggiero Boiardo, who as a youth also lived by Taylor St); her father, Giovanni Mauro, served on the board of the Melrose Park Boys Club in the 1930s with MP Mayor and Chicago member Joe Imburgio Bulger (she was the mother of Joe Iatarola Jr from the above CI account). In 1930, Joe Iatarola Sr was recorded as operating a painting company, while in 1940 he was a musician employed by a WPA art project. It’s interesting you bring up Angelo Commito. He was involved in a lot of rackets. He was living in San Francisco and at one time was named an associate of the San Fran family but have found no evidence that he actually was. Kind of like Frank Vellota being said to be the boss or underboss of San Fran. Just rumors.

Reports that I’ve seen make it pretty clear to me that Commito was with Chicago. He definitely had his hands in a lot of pots all over the country. Even though he did move to CA, through the 80s he was still based in Chicago in terms of his business address, so I’d think he was jetting back and forth all the time.

As I noted, LE believed that Iatarola was with Bonanno’s Tucson group, but he was actually with Chicago. Especially out West, where you had guys with multiple different Families working together and moving in the same circles, formal affiliation could be easily confused.

Any idea where Commito grew up and what crew he was in? He was actually identified as a Philly associate by the Pennsylvania Crime commission in the early 80s. I believe he is living in California by Palm Springs now.

Commito grew up by Taylor St, on Cabrini right across from Vernon Park. Based on what I’ve seen about him, I suspect that he was with Ferriola. I believe that he moved to Palm Springs in the 70s but was said to be constantly taking his jet back and forth between CA, Chicago, and NYC.

The PCC had info that Commito had meetings with several high-ranking members of the Philly Family, so my guess is that they may have assumed that Commito was formally affiliated with Philly based on that. Fratianno testified that he was introduced to Commito by Mike Rizzitello and that Jackie Presser had asked Fratianno to help Commito secure business opportunities in CA. Commito, due to his major presence nationally in brokering Union health plans, had ties all over the place. Per Fratianno, he had secured a contract in Columbus with the help of the Cleveland outfit, for example. In 1979, Commito was convicted on tax evasion in Chicago, and in 1988, Commito was indicted in Chicago, San Fran, San Diego, Baltimore, and Atlanta. Big time stuff, as the Feds were investigating United Health Care (based in Baltimore) for activities related to Commito’s schemes.

Apart from Iatarola, another guy named as one of the main people working for Commito was Tommy Matassa, Pudgy’s cousin.

In 1950, he operated Yamo's Foods, a well-known Melrose Park grocery store, with his brother Francesco "Yamo" Iatarola, who also later moved to Tucson. Yamo's is still operating in MP today as a purveyor of salsicc':

I always wondered why Commito was never listed on any of the Outfit lists. He is still alive today

Not sure, but neither was Iatarola, though we see here that the FBI had intel in 1970 at least suggesting that he was a Chicago member.

In 1991, the Tribune reported that attorney Anthony Bertuca, who was then working for the City of Chicago corporation counsel's office, was forced to resign for keeping a private practice while employed as an attorney for the City. It came out at this time that Bob Cooley had also identified Bertuca as the "point man" for Pat Marcy and John D'Arco Jr in the corporation counsel's office. In 1988, Bertuca had admitted to a City ethics panel to having represented Angelo Commito when Commito was attempting to secure contracts with the City and Cook County (when Commito was indicted in 1988 in multiple states, it came out in the papers that he was actively working to secure dental plan contracts with the City, Cook County, the CTA, and the Chicago Board of Education). When Federal agents with the Organized Crime Strike Force conducted raids on offices around the country linked to Commito's activities, they raided Bertuca's office looking for documents related to payments that Commito had made to the corporation counsel and also noted that Bertuca was driving a leased vehicle provided to him by Commito. Tommy Matassa's home was also raided at the same time, related to the Commito investigation.

Going back to provide context, again, in the late 1970s alleged Chicago member Joe Iatarola Sr was an executive at a Tucson-based union health policy firm linked to Commito. When investigators questioned Iatarola about his ties to Commito and organized crime in 1977, he was forced to resign from his role at the firm; following the shake-up with Iatarola, the Southern Arizona Dental Society received a string of menacing phone calls and bomb threats. Federal investigators identified Angelo Commito as having been directed by "mob leaders in Chicago" to be the point man to direct a national-level scheme where top LCN and Teamsters leaders would receive 10% kickbacks from dental providers awarded contracts for union dental plans through Commito's Labor Health Plans, Inc. and affiliated firms. Investigators stated that the plans for this scheme were developed in a series of meetings in 1973 at La Costa, a Palm Springs resort funded in part via loans from the Teamsters Central States Pension Fund, between Tony Accardo, LA outfit leaders Sam Sciortino and Pete Milano, Allen Dorfman, and Teamsters President Frank Fitzsimmons (who was in Palm Springs under the guise of playing the Bob Hope Desert Classic golf tournament). The next month, Angelo Commito (living in Norridge through at least 1982, though often spending time at his Palm Springs and Fairfax, CA, addresses also), founded Labor Health Plans in Chicago using capital provided by Leonard Fishman, a wealthy Wilmette plumbing contractor identified by the Pennsylvania Crime Commission as a close associate of Dorfman. In 1975, Fishman and Iatarola Sr founded the Tucson firm. Commito wound up on the radar of the PCC in 1980, when he showed up selling prepaid dental plans in Philly and AC. PCC investigation revealed that Commito had met with Philly member Harry Riccobene and Philly associate Frank "Frankie Flowers" D'Alfonso prior to this, which the PCC claimed was Commito's general MO: make contact with representatives of the local LCN Family in an area where he intended to market his plans. Jimmy Fratianno later testified that he was introduced to Commito in 1977 by Mike Rizzitello, with the request that they help Commito push his plans to SoCal union locals; Fratianno also testified that he was aware that members of the Cleveland outfit had assisted Commito in securing a contract in Columbus and that Jackie Presser had also contacted Fratianno to ask him to assist Commito in his activities.

Schematic of the Commito scheme, from testimony by Federal investigators to Congress in 1982. Note also that Al Pilotto was involved with a company setting up union vision and dental plans in FL and NV during the '70s as well. Given the involvement of Iatarola in AZ, worth noting that the FBI identified "Papa Joe" Tocco, who presumably answered to Pilotto as his captain, as Chicago's top guy in AZ in the '70s.

Based on the above intel, in 1985 the Strike Force initiated a sting operation against Commito, leading to his 1988 indictments in multiple states (charges included bribing of union officials and insurance company employees). Interestingly, in 1992, a Tribune article stated that Commito was believed to have flipped and begun cooperating with the Feds, though I'm not sure if anything ever came of it.

Just saw some comments about Paulie Schiro on Facebook and a cousin of his said he is ethnic Albanian whose parents were born in Sicily but were ethnic Albanians whose grandparents were born in Piana, Sicily were many Albanians lived. Grandparents spoke Sicilian and an Albanian dialect called torbesh. Another guy claims that part of Spilotro’s family was from Piana, Sicily too. Not sure how true that is. Anyone know if this info is true?

I have always heard that the dialect there was called "Geh-Geh" which my grandmother could speak, not because she was from that area but because she learned it from those she was around.

I haven't looked into their heritage myself (calling Tony), but Schiro is a heavily Arberesh name so I'm sure they're right his family was from Piana dei Greci or one of the other Arberesh / Albanian colonies in Sicily. Bonanno boss Nicolo Schiro was an Arberesh from Roccamena / Camporeale and Bonanno capodecina Tony Canzoneri's mother was an Arberesh Schiro from Palazzo Adriano.

Many Arbereshe from towns like Piana dei Greci, Palazzo Adriano, and others were made into the Sicilian and American mafia so Albanian blood wasn't a barrier to membership at least not after a generation or two. I don't think Paul Schiro was a member that we know of, though, right?

Yeah, from the information we have available, there isn't anything that identifies or indicates Schiro is made.

Yes, Paulie Schiro’s parents were from Piana dei Greci (since renamed Piana degli Albanesi) and were ethnic Albanians, which in Sicily and Southern Italy are called Arbereshe (they were often also colloquially called “Greci” by their non-Arbereshe neighbors though they are not Greek). The Arbereshe settled in groups in the Kingdom of Naples starting in the 1400s, due to the Ottoman invasion. They have maintained their own communities for centuries, including their own Byzantine Rite Catholic Churches (Eastern churches in communion with Rome, like the Ukrainian Greek Catholic Church), speak an archaic dialect of Albanian, and are officially recognized by the Italian government is a linguistic minority group (of course, today they primarily speak Italian). They are not foreigners or immigrants in Italy, but rather a distinctive ethnic minority, and in both Sicily and the US many of them have been members of the mafia. A very large proportion of Arbereshe emigrated from Italy, and Arbereshe towns such as Piana dei Greci, Palazzo Adriano, and Mezzojuso were important in Chicago’s Sicilian community and the mafia (there are also Arbereshe in Chicago from Greci, Avellino, like the family of Mike Glitta, for example).

And yes, the Spilotros’s mother, Antoinette Clesceri, was Arbereshe, born in Louisiana to parents from Piana dei Greci. I don’t doubt that this is relevant to Tony Spilotro and Paulie Schiro’s personal relationship.

In Chicago’s Little Sicily, the non-Arbereshe referred to the Arbereshe people as “Gai-Gai”. I suspect that this is derived from “gjuha Arbereshe”, an Arbereshe term for the lamguage.
