The cali / Cefalu situation was just like the Crea / Madonna arrangement and both had official bosses rotting in prison doing life. Makes me think of the sopranos and the way Tony kept uncle junior as boss to keep the pressure off himself. Seems like the best way to run a family in some cases is to let your power speak louder than your rank.

No idea myself -- it came up because they talked about Navarra's marriage to Catalano's niece.

I'd forgotten about that, it's a good point. Presumably the government's identification of Cali's rank would come from information from within the Gambino family. I couldn't find the detention memo but I did check the sentencing memo and you're right, they describe Cali as a "high ranking member".

I can’t remember all of it tbh basically cefalu mannino cali and Gambino were the admin with mannino street boss and Gambino having the final day, ask felice i may be off
