i think andy russo was acting boss the min he was released in july 1994 till he gets violated on parole then allie boy is acting boss 96 till 99

I did some more thinking about this and there has to be a gap between Russo and Persico. Campanella testified that Persico was introduced as the new Acting Boss at a meeting around 1998. Granted, the timeline could be wrong, but Campanella crucially mentioned that Vincent DeMartino was one of the members present when the introduction happened. DeMartino was incarcerated until November 1997, so that's the earliest it could have possibly happened. Russo however had already been incarcerated since September 1996.

So it seems pretty certain that there was no Acting Boss on the street for at least 14 months, possibly longer.

Peter Gotti hesitated but DiLeonardo convinced him to support the Persicos. That's interesting. I don't know the timeline but I remember Vitale saying at their infamous 'hotel meeting' after both faction reps for the Colombos left, the remaining families there decided once and for all that they'd support the Persico faction. I wonder if there weren't any Gambinos at that meeting or if they just went along with it but had other ideas
