By that point, when it came to California in an LCN context, it was Southern California. There were only a few members still living in San Francisco and San Jose and they likely had no contact with Milano.
Why would the Gambino Family be able to tell another Family Boss what to do? If anything shouldn't that dispute have been handled by Chicago?
The meeting was between people from the Gambinos and LA and the Gambinos were able to throw their weight around. Judging by what DiLeonardo said, LA was effectively seen as a non-entity by that point. And Chicago having a say on everything west of it was apparently no longer a factor either.
I'd say organized crime in California is dominated by the Cartels South of it's border. Many have sleeper cells established inside of California or work with some of the gangs there to transport in drugs.
Anyone have a list of current members? I could only think of Gambino is there not a couple more made guys left or is he the last man standing?

And supposedly Zangari moved back to Buffalo at some point. Don't know if he's still alive. About half of the remaining members don't live in California anymore.
Don't forget Leonard "Limping Lenny" Montana Jr., the son of actor Lenny Montana (Luca Brasi from 'The Godfather').
