I thought at any given time there were no more than 9 Commission members.
There was always the New York 5 & Chicago (Who were allied with Genovese)
The other 3 would sometimes rotate? No?
Wasn't Philly in that rotation?

As well as there has been said to be a "West Coast Commision" by Lonardo but i have never heard anything else pther then Chi runs wverything West.
According to Piscopo, L.A. was reprensented by the Luccheses

Sam Gianzana represented Chicago while he was boss. Probably Ricca and Accardo before him. But by the mid/late 1960s, Chicago didn´t bother going to Commission meetings although they still had a seat. The arrangement was such that Chicago would go with the majority rule if issues were put to a vote.

I wonder if the situation with the hoffa necesitated everyone meeting? Or if it was just a meeting of the MINES between the west side and the capone mob with a handful of detroit guys in on the caper?

Yeah, the families west of Chicago deferred to the Outfit, and there was obviously some mutual interests in Las Vegas and what not; but I don't think there was ever a Western Commission in the sense of one similar to in New York.
