I think Hoffa was probably one of the highest non mafia figures to get killed. It's not like dumping him in the streets was gonna make a point. They had to make him disappear. I didn’t get that from the book. I read the Italians set the rules and allowed them to have their bolita, while the Italians had the numbers. They were very small compared to the mafia.
