A lot of discussion of whether Merlino is boss, was boss etc. I think clearest sign from the recent cases of whether he was boss or not was the transcript from Nicky Skins of Ligambi holding off on making three guys until Joey gets home. Clearly indicates that Joey makes guys and that the names came from Joey to Ligambi and not Ligambi telling Joey who he planned to make, just telling who he wasn't comfortable making. That's just one example, plenty others is that indictment and detention memos that indicate Ligambi was acting boss until he got picked up and that Joey was always official boss.
Further back, the Previte tapes also supported the contention that Joey was boss of South Philly at least when Natale was out and likely giving orders across the board. I'd agree, Ralph was a lightning rod, Uncle Junior in the flesh. I'd also suspect there are some on this board who have been in Joey's company when he's been with Ligambi, Borgesi Mazzone etc, whether bar or restaurant. These guys aren't shut-ins. If you have been, no way you question which one is the boss. Everyone with Joey flanks him no matter who they are and everybody else waits patiently waits to talk with him. Doesn't take George Anastasia to figure out the hub and the spokes.
