Here is some info I recently found from around this period (1974), some of it backs up what HK has posted about:
-Frank Tieri is the boss, but due to several major surgical operations and illnessess, his ability to run the family was extremely limited. It was believed he also voluntarily stepped back due to all of the attention LE was giving him.
- Due to the above, a ruling panel with underboss Eli Zeccardi, consigliere John Ardito, and Dominick Alongi were running the family. Ardito was described as being very close with Mike Miranda and seems to have replaced him.
- In winter of 1974, St. Louis boss Tony Giordano visited the east coast where he met with Gambino consigliere Joe Gallo, Colombo underboss Abbatemarco, and Phil Lombardo, ID'd on the report as a Genovese capo. So at the very least, Lombardo was still allowed to represent the administration at this time.
- Jerry Catena, still incarcerated at this time, had retired and stepped back entirely from a leadership position.
- Captains Antonio Carillo and Angelo DeCarlo had died during the previous year and had not been officially replaced yet. The report doesn't say it, but we know Carillo helped run the family during the 1960s in some kind of unofficial capacity.
- The structure of the organization is listed as follows:
Boss - Frank Tieri
Former boss - Gerardo Catena (incarcerated)
Underboss - Eli Zeccardi
Consigliere - John Ardito
Captains:
Vincent Alo
Ruggiero Boiardo
Peter DeFeo
Pasquale Eboli
Gus Frasca
Vincenzo Generoso (retired)
Thomas Greco
Harry Lanza
Joseph Lapi
Peter LaPlaca
Philip Lombardo
(There are two additional redacted names; these likely correspond to other info in the same report that says two individuals were recently promoted to captain. Note that they were not made captains of the Carillo/DeCarlo crews.)
