I think two piece is right, I think he was a Federal Hill kid. NY definitely helped him hide though and he had ties there.

No, he was a Providence guy. But he spent a lot of time in NY while on the run in the 1970's.

True. Prior to Scarfo the Bruno was with the Gambino's and the Genovese and Gambino's are rivals and have always been jockeying for power wether it be a Union Local on the Port or influence over a smaller LCN group like Philly. Also I don't think the Westside even had control of union Locals that did allot of the work in South Jersey and Philly. Most of the Local's that were used in building the casino's were not based out of NY. Though I believe that Scarfo brought some Westside locals into the projects once they were aligned. But Scarfo made the most money down there with the construction of the Casino's. The main reason Gotti wanted control over the Decav's was because of there construction influence in NJ and NY. Gotti profited from that. So the Gambino's local or controlled company was now brought it on jobs rather then a Lucchese or Westside controlled local or company.

Yes, at the time of both, Gigante was the boss. Salerno was present at that meeting where Chin made his comment about "Not seeing anyone else" there and made Scarfo the boss.

During the time Scarfo and maybe Patriarca were getting permission, was it GIGANTE that would be acknowledged as boss?

Or would the message be that Salerno or just The Genovese would be making the orders?

Scarfo may have got to pick his administration but he still had to get the OK from NY to demote and promote his administration and even his Capos. This must have been a more recent developement as don't think Bruno was under NYs thumb to this degree.

The cases are different: in Philly the genoveses wanted to operate in atlantic city so istigated Caponigro to kill bruno and after testa was killed one year later scarfo become boss because was friend of bobby manna aka the genovese nj boss; in 1991 after Mercurio flipped and recorded the famous making ceremony in 10989, Patriarca jr that was a weak leader can't dodge the war between the boston and providence factions. Nicky Bianco was a former joe gallo crew member,if gigante choosed him nothing changed because Bianco was soon arrested and the Salemme took the reins but the war continued.

I said almost because Gigante let Scarfo pick his own underboss & consigliere opposed to naming an entire admin.
