"Roscoe" means a gun, so to "put the roscoe" on someone is to point a gun at someone else. In context it means that he was a target.

As for the original quote that Solai asked about, I couldn't find a reference with that exact phrasing earlier than 2008: http://illinoiscarry.com/forum/index.ph ... opic=12392

Here's a couple similar quotes that come from The Quotable Al Capone:

I sure hope so. It's one of the quotes I printed out and hung up in my workspace. Seems to keep people in line. ;)
