Frankie Hearts, the bombing hurt him pretty bad. Pretty sure he went inactive after that and died 15-20 years later.

He didn't say screw it you can have it. He did the right thing and gave up the power to guys he thought were well suited for the job on advice from his trusted Consigliere. You're looking at it in hindsight and judging which isn't fair, at the time they took over Vic & Gas were like the Judge & Soto of the Lucchese family. Forgive my analogy it was best I could think of on the fly but I think it helps make my point.
