He was with Orena at first but Cacace did become the street boss of the family at one point so it’s possible that he could be the new boss.I think that he deserves it more than anyone in the Colombo Family

Court documents revealed that in 2020 there was a meeting at a Brooklyn restaurant about the new boss of the Colombo Family which was supposed to be Teddy but it was also decided that Andy Russo would continue as the boss until Teddy would take over.I think it may have had something to do with parole as to why he couldn’t become the boss immediately.A bit similar to the situation in the Lucchese Family with George Zappola and Michael DeSantis

Yes it was cause Teddy was still on paper. I am not sure how long George is on paper for. But George is much closer to Vic and has been involved with the Lucheses much longer then DeSantis for sure. I know George had a brother that was involved as well. Not sure if he is still alive.
