The fact you're basically trying to argue that
no indictments could mean they're stronger than we think says something.
Other than rambling off some names, and saying there are "still social clubs," etc. you (and certain others here) really haven't supported your belief at all. Hence, I'm inclined to think it's speculation based on wishful thinking more than anything else.
And while I agree we shouldn't just look at a single comment apart from everything else, I also recall after the Family Secrets case Ronald Goldstock said, "What you're seeing in Chicago and elsewhere are mopping up operations."
Apart from the greater NY metro area, where the mob is still considered a priority, "mopping up operations" seems to be the case for the New England, New Jersey, Philadelphia, and Chicago families. I'm usually not one for predictions but, if you guys think we're going to see substantial evidence supporting your theory of a stronger Outfit, I think you're going to be disappointed.
