First, reading your post, you make it sound as if Sallet failed to bring a case against some thriving criminal organization in Chicago and, as punishment, the FBI brass back in DC demoted him to processing resumes. Setting aside the revisionist history, Sallet was promoted. First to Associate Executive Assistant Director of the Finance and Facilities Division, and then to Executive Assistant Director of the FBI's Human Resources Branch. Second, if you read about his time in Chicago, Sallet was apparently more concerned with things like public corruption and street gang violence than whatever is left of the Outfit. And you simply listing off some names is not evidence of who is involved in what and how much.
Third, we don't need to just consider Sallet's "fumes" comment. We can see the vastly shrunken Outfit, down to a few crews (at most) and around 20 members (most of whom are rather old and not much sign of being very active). We can see the relative decline in cases, which fits with what Sallet has said before - the New York families are still a problem but elsewhere the LCN isn't really considered a priority for law enforcement.
