That's true, meaning Ive also seen reports that he was considered too young for that position by the rest of the Outfit, mainly because he was about to take control over one huge part of Pranno's old crew (Stone Park, Schiller Park, Franklin Park, Northlake, interests in Melrose Park and additional ops as far west as Elgin). All of the previously mentioned fellas once answered to Pranno, including DeChiaro, Amabile, Cervone, Ariola, Eboli etc., and possibly younger associates such as Lombardo, DeRosa and DeAngelis.
When Nick Palermo was in charge of the sewer contracts around Northlake and Melrose Park, he kicked percentage both to Pranno and Battaglia. So it is quite possible that Eboli wasnt ready to take such a huge responsibility at the time, besides being the overseer of only two territories, and I doubt that he went on his own at the start, since he was probably advised by DeChiaro or maybe someone else
