Matrix plan on how to handle mafia members sin the federal system

When you have Vic Orena in one prison and Carmine Persico in another - John and Gene Gotti in one prison away from Bobby Manna - at some point their made family members have to mump into each other. Since there were hits on the outside on each other - how do the feds control or prevent hits from happening within their prison system?
