I guess Merlino would have to be one, back when he first became boss in the 90s.

Luciano, Profaci, Bonanno, Gagliano, Joe Colombo, Carmine Persico, Bellomo was acting boss in his early 30’s

Merlino was almost 40 when he became boss. Al Capone was 25 and Joe Bonsnno was 26 when they became Bosses.

Steve LaTorre was in his early 20s when he allegedly led the PIttston Crime Family. Of course, whether or not Pittston was an independent crime family at the time is another matter.
