Genovese mob in the 2000’s
In the 2000’s, was the Genovese family being run by a panel of capos? Did Barney still hold influence on the family? Lastly, did Gigante choose a successor before he died?

During Gigante's incarceration, the family was run on the streets by an acting boss with assistance from a ruling panel of 2 or 3 other capos, though the position of acting boss and positions on the panel were frequently rotating. Those identified as being part of the administration from 1997 to 2005 are:

Lawrence Dentico
Frank Illiano
Frank Serpico
Ernest Muscarella
Arthur Nigro
Alan Longo
Mario Gigante
John Barbato
Daniel Leo
Matthew Ianniello
Albert Gallo (one Capeci article identified Gallo as holding a panel position during the 2000s)
Pasquale DeLuca (Jack Garcia identified DeLuca as 'acting street boss' but he is the only source to do so)
After Gigante's death, Leo was identified and indicted as the acting boss. John Bologna once identified Mario Gigante as Leo's acting underboss. After Leo, leadership reportedly went back to the rotating ruling panel of 3 or 4 high ranking members. Cirillo, Dentico, Muscarella, Liborio Bellomo, Tino Fiumara and Venero Mangano were identified as holding positions on this panel and it was reported to still be running the family by 2014.
Capeci identified Bellomo as the new Genovese boss (having been so 'for the past few years') and Peter DiChiara as consigliere and 'street boss' in 2016. As of now, nobody has been identified as underboss, consigliere or 'street boss' since the deaths of Mangano and DiChiara.

June 1996 - Barney Bellomo indicted. Dominick Cirillo becomes acting boss some time thereafter.
September 1997 - Dom Cirillo reported to be acting boss, forms ruling committee, includes himself, Larry Dentico...
May 1998 - Dominick Cirillo steps down after a heart attack. Frank Serpico follows as acting boss but steps down some time between then and April 2001 when he's indicted as the "former" acting boss. Whenever that was, apparently Ernie Muscarella followed as acting boss.
In 1998 Frank Illiano was mentioned as being one of the Street Bosses, along with Larry Dentico, running the family following Cirillo's heart attack. There could have been others serving in this role.
It looks like Cirillo was back in action by 2000 since he was involved with another panel with Dentico, John Barbato and Alan Longo. Alan Longo was imprisoned in April 2001.
August 2001 - Alan Longo reported to be running things with power from committee of Dom Cirillo, Larry Dentico, and Ernie Muscarella.
January 2002 - Ernie Muscarella indicted as acting boss. An later FBI report in November 2008 said Muscarella had been on a ruling panel with Dominick Cirillo (not clear how long he was out of commission from his 1998 heart attack) and Danny Leo. The report also confirmed that Nigro, who was reported to be acting boss in November 2003, succeeded Muscarella on the panel when Muscarella went to prison.
December 2002 - March 2005 - This was the time frame of Garcia's undercover work. At some point during this, Garcia said Pasquale DeLuca was acting boss (possibly on ruling panel?). The November 2008 FBI report mentioned above DeLuca had been a captain of a different crew than the Bellomo/Muscarella/Nigro crew. Possibly Leo's???
May 2004 - New Jersey OC report says Mario Gigante is acting boss, John Barbato street boss, Larry Dentico consigliere, Dom Cirillo also in "managing role."

This doesn't apply to the Committee, but just to add to all of this....
also in the early 2000s, Bobby Manna (a soldier) served as an unofficial counselor in some capacity to some of the higher ranking guys, while imprisoned. You can equate him to Gene Gotti's role around the same time. Only difference is the Genovese guys used lawyers and others to communicate with him.
Although only a soldier and not of the "Westside Crew," I think his role is important to note. So, on my 2002 chart I have him as listed as a soldier serving as a "counselor emeritus" of sorts.

The Genovese family’s leadership was very interesting in the 2000’s. So many acting bosses and street bosses and acting underbosses etc. After Frank Serpico stepped down, the family could’ve had 3 or 4 captains running the family until Barney got out. It also seems pretty plausible that Barney took over by default after Gigante died.

That’s a good possibility. The original panel or committee wasn't referred to as rotating. The first I heard it mentioned as rotating was the panel after Leo was indicted and jailed.I always wondered what the word rotating actually meant. Was it that they would take turns as acting boss or would they rotate different guys on to the panel. The original panel and also acting bosses, I thought more of being replaced because of health, Cirillo, or mainly indictments. Also was it a 3 man panel originally, I was under the impression it was more like 5 or 6. Maybe because of all the indictments the list seems so long. There was even more names from way back in the late 90s early 2000s. Like Federico Giovanelli.

Barney was Chin's chosen heir. If he was out of prison and wanted the job, he would've gotten it immediately. He was made official years later anyway, after his extended supervised release expired. Otherwise I think Leo would've been the one, because he was the main guy after Chin died and Bellomo's future was uncertain. Barney’s a very lucky guy. A lot of people close to Barney like Ida, Coppola, Gigante all ended up dead or in prison for life. It’s a miracle he only got one year for racketeering, and now it only seems logical that he’s the family’s official boss. I don’t know of anybody that’s classified Bobby as just a soldier since the 70s. He’s been a captain or higher since probably 81. In Fairton he outranked all the captains from the other 4 families as well.
