UTICA, NY and the JOSEPH FALCONE REGIME

JOSEPH FALCONE - born 1905 in Sicily (Sciacca region). By 1925 he resided at Utica (1623 Mohawk Street) where he was naturalized that year.
FBI # 1697613, Utica-PD # 6722.
As a young man, migrated to the Upstate New York area, to the “Utica-Rome” section of the state.

The younger brother of Salvatore Falcone Sr. - the longtime leader or “Boss” (capo-regime) of the Utica faction, Joseph Falcone served as his underboss or (acting-capo). Both were members of, and subservient to, the Stefano Magaddino Family of Buffalo of LCN.
This Utica-Rome
faction also had some control over mob operations in the city of Syracuse area, and Albany as well.

Federal law enforcement (the FBI) estimated that the “Utica” regime had approximately 10-15 “officially” (inducted) members or “soldiers”. This core membership supervised, and was augmented by, an additional estimated 20-40 close family “associates”. Additionally, there were over 100 “loosely” affiliated hoodlums tied to this criminal network; varied gamblers, shylocks, thieves, burglars, strong-arm men, etc.

This faction was active in all the core rackets: bookmaking (horses and sports), policy (numbers lottery), floating dice and card games, shylocking, extortion,
strong-arm tactics, organized thefts and robberies, receiving-fencing of stolen goods, labor racketeering. (suspected of international narcotics trafficking).

For many years he operated a retail liquor store in the Utica area.

He was his brothers “eyes and ears”, especially after Salvatore relocated down to South Florida - semi retiring
from the day to day regime activity.

The Falcone’s were actively engaged in attempts to corrupt public officials over the years to further their rackets and control of the Utica area. Examples of this was their attempt to “buy” Dominick Assaro, a mayoral candidate, hoping to better control and “open up” the city for organized gambling operations, etc.

is a close associate of Falcone.

1957 - “Apalachin Meeting”
Sal and Joe Falcone were attendee’s of the infamous Cosa Nostra summit
at the estate of Joseph Barbara. Caught and exposed with many others, the Falcone dynasty would never be the same.
In the following years Apalachin, the Falcone’s were constantly harassed and under a steady law enforcement microscope.

Arrest record: one arrest 1939 for a huge alcohol bootlegging operation (violation of federal liquor laws). In 1959 arrested for the Apalachin meeting - contempt and obstruction of justice related charges (overturned on appeal).

Top associates over the years have included: his brother Salvatore, Stefano Magaddino, Vincent Scro, Nicola Gentile, Sam Pieri, Andrew Alberti, and virtually most top members of the Italian underworld.

Didn’t a few Bufalino guys have some things going up there? I believe Guv Guarnieri was born there as well.

Correct Napa, Guarnieri came out of the Binghamton and Utica area I believe. As did several other Bufalino guys.... very interesting town back in the day.
