I missed this one last December. Prominent businessman with alleged ties to former OC figures in Scranton was forced to sell his casino to his children because of alleged mob ties to Billy D'Elia:

I’ve been waiting for this topic to come up again. I asked the same question around a year ago with regards to Billy Delia. He did in fact get a sentence reduction because he testified to a Grand Jury on his connections to Louis DeNaples and the two PA Judges that corrupt along with some priest. No one ever really made a big deal about it when it happened which is the weird part. He was facing attempted murder and witness intimidation charges in connection with a drug and money laundering case he was facing at the time and then went after a witness in the case which got him the witness tampering and murder charge. I don’t think anyone really went after him because there’s not much left of the Buffalino Family, but he was right with NY and Philly and he’s just living out in the open and leading his life as if nothing ever happened. His oldest son, who incidentally was named after Russel Buffalino and is his Godson, still talks to Ligambi’s sons, o who he became friends with due to their father’s business relationship and friendship with the Philly Family, which makes me wonder if the Philly guys and active guys in general even care that D’Elia is even a rat anyways? I know it’s a different day and age with regards to murdering and going after rats, but it’s still interesting to me nonetheless that they’ll kill someone like Depietro but not a rat like D’Elia? Maybe he’s too high profile to clip (sort of like Bent Finger Lou living and working in Ventnor, NJ). I was really surprised when I heard that D’Elia had turned and cooperated with the Feds even though it wasn’t a huge case and he didn’t take down that many guys let alone major connected guys, but still, he was a Boss, and a well connected one at that who was Buffalino’s #1 guy! I wonder if he does anything regarding his illegal businesses aka is he still operating to any extent being that it’s pretty much free reign up there since the Buffalino’s are more or less defunct at this point, or if he’s completely retired and laying low and was simply put on the shelf? On a slightly related note, I’ve heard that Joey Merlino has been operating up there since his release in 2012 (maybe Philly has absorbed the NE PA region since D’Elia cooperated and there wasn’t anyone else to take his spot and reorganize). Apparently, Joey has a cousin named David DeMelfi who is a former Teamsters Boss from that area and now on the City Council for some “big” town up there who runs a few scrap metal and waste/trash landfill operation up there for Joey. He (DeMelfi) was actually sued in Federal court for fraud or something like that in relation to a scrap metal operation he was running with another partner who was a Philly guy who I’ve never heard of, but interesting that he’s from Philly. Apparently, Joey has been spotted numerous times up in that town and around the Poconos/Scranton/Wilkes-Barre region on numerous occasions in the company of his cousin (Dave DeMelfi) at popular Italian restaurants, etc in addition to being spotted at the big casino up there, which he’s rumored to have some sort of stake in, but I don’t have any hard evidence on that just hearsay. Incidentally, it’s the same casino that’s Louis DeNaples owned and as mentioned above, had to relinquish to his relatives.

It was a good point by Wiseguy as in, D'Elia was essentially an independent criminal testifying against his criminal cohorts - no mob ties.
