Probably. Of the 4 remaining small Families, New England & Chicago would "seem" to be weaker than Philly & New Jersey. The previous leaders in the Chicago Outfit, some of whom are now dead, backed away to let it die a slow death so those leaders could keep their wealth & not die in prison.

Yup, we already stated in some previous thread that by the early 90s Chicago completely lost its protection and it was the end of the last powerful street type of bosses such as Accardo, Aiuppa and Carlisi...hence the aggressive infiltration in the legitimate world after that
