Released would imply free, which he is not.

I asked because its such a weird term to use. Custodian is someone who keeps you in custody, a term almost exclusively used for being a guest of the state.
Why wouldnt they say family member?
Not a big deal, and again, a pedantic technicality, just thought it weird and wondered if there was something more to it.

How were you able to get Manna on record? He refused to even provide any information for his PSR. There’s also that story about him in which he refused to take anything before going through some sort of dental procedure because he thought that the medication would make him liable to talk about anything (not sure how true that story is)

The definition of custodian is "a person who has responsibility for taking care of or protecting something.". It just means he is under their care. A parent is also a custodian of their kids. That's why parents fight over custody.
