I don't know about his current position but at the time of the meeting Joseph Gambino was a solider , He was also reported in 2012 to be A solider

I wouldn’t be surprised if mannino is consigliere or even street boss. Dom is gettin old and frank has made it clear he doesn’t want the position. Mannino is a street guy whos capable of murder and has been a rising star since he got made following his release in 2004.

Mannino was identified in the last couple of years as a capo. Haven't heard any news on the consigliere position. I believe Cali is the street boss in his position of underboss. At this point we don't know if Cali even was offered the acting boss position and turned it down twice or if Cefalu wanted to retire. The whole story could of been totally false.
