There are so many different explanations about that gathering CG, but personally I think it had to do with NY mobsters encroaching on New Orleans and Florida and it had to be straightened out with high level family leaders from NY. To me, that is the most plausible explanation..

And that actually DOES make sense, NY guys encroaching, as opposed to an entire Commision meeting to sort out local issues.....
