There was a gangland column from 2009 that mentioned Mancuso keeping an eye on the situation in Montreal, that would indicate to me that he was already pulling some strings by that point. I could be wrong though.

Didn't they switch to a ruling panel before Palazzolo? With DiFiore and Asaro on it, can't remember who else was on it off hand, probably Rabitto. DiFiore or Mancuso changed it from DiFiore as acting boss to a ruling panel. It was first revealed that he was acting boss in 2012 but he could well have assumed the title before then. Sources say that while Vincent (Vinny TV) Badalamenti has been functioning as the Bonanno family’s main man since Montagna was deported, Mikey Nose is viewed as the wiseguy who is pulling the strings for the crime family, despite his confinement at the medium security prison in Edgefield until March 2019.
“He’s the (Bonanno) mobster with the most clout right now,” said one knowledgeable Gang Land source, adding: “The other guy (Badalamenti) is more like a street boss.”

Ok I've seen before where Mancuso could of been boss before 2012, and it's definitely possible. Maybe he didn't become official until 2012 or nobody knew he was boss until 2012.
