In New York terms, a "capo" with no crew is really (in my opinion) a soldier who simply reports direct to the Administration. He may have some associates under him but no made guys.

Frank Polizzi with the DeCavalcante Family in Jersey was a Capo but had noone underneath him until Scarabino (who was an Associate).

Scotto had a Crew.

Some of the early 80s Clevleand Capos like Tony Liberatore and John Calandra didn't have any made members under them. Ron Previte in South Jersey didn't have any either.

Nicky Bianco and Rocco Miraglia were promoted to captains without crews under Joe Colombo. Bill Bonanno claimed the Bonanno family had several captains like this as well but didn't name them.

Did they eventually have a crew or did they never have a crew? If they NEVER had a crew, then what was the point of being a captain? if Bill Bonnano said they had Captains with no crew, did he mean they were simply men who reported directly to the Administration? There were some soldiers who were direct.

The golfer was the point man for the LI Garbage racket/association.
I would imagine that was a big responsibility and money maker for the
Luchese.

No... there are many soldiers over the years who have reported directly to the administration or to a specific boss/underboss/consigliere who aren't captains. A captain without a crew would have the authority to represent himself in sitdowns, make decisions at a higher level, and would otherwise have the privileges and respect a captain would have. It's possible someone might be promoted to captain without a crew in order to manage some kind of industry, business, or racket but I can't think of examples. Either way a captain's sole purpose isn't to manage personnel and the possibilities for why someone would be promoted without members under them are pretty open.

So a capo with no crew reports directly to the boss?
Seems like a good deal to me

Okay, Fair enough. Not as used to the New York ways as you guys. So not every Captain is really as you would say in New York Terms a "Capodecina" Most of them are but some are not according to what you are saying. What about that guy Robert DiBernardo from the Gambino Family? Was he a soldier who reported direct that was in charge of Pornography or was he a Captain with no crew?
