Borgesi is into flipping houses but he's not the only one. Renovating and selling is a big money maker in Philly right now. Borgesi is a money maker , prior to his 2000 indictment he was living in a nice house in Cherry Hill, NJ and now he’s living out in King of Prussia, PA- my point being the guy always earns enough to have a house in a premiere suburb of Philly.

My guess would be family admin in 2011 was Joey Merlino (Boss), Joe Ligambi (Acting Boss/ Underboss), Mousie Massimino (Acting Underboss), Stevie Mazzone (Consigliere).
When Ligambi and Massimino get indicted, Mazzone is bumped up to acting boss and Johnny Ciancaglini to acting underboss. In 2014, Ligambi gets back on the street but intends to enter semiretirement. Mazzone doesn't want to be acting boss but there's nobody else to choose from. Ligambi becomes consigliere. Mazzone becomes official underboss/ acting boss and Ciancaglini stays on as acting underboss (presuming they stuck to the formula they used during the Ligambi era of making the acting boss the official underboss for Merlino). By 2015, Mikey Lancellotti has recovered from his bout with cancer and is able to take the reigns. Johnny Chang is suffering from his own health problems. Mazzone happily steps down to acting underboss and Mikey Lance gets bumped up to underboss/ acting boss. Dominic Grande takes over his crew. The new admin is in place in time for the Christmas party in New York. Borgesi gets bumped back up to captain. My guess is Johnny Chang either reports direct to the administration without a title or has taken over the Lucibello/ Angelina crew as capo. I remember reading that he was given control of their rackets after the 2011 indictment anyway.
In regards to the Staino crew I reckon he's either running it from jail just as Borgesi tried to hold on to his rakets while he was doing time, or the crew was split up among the remaining capos. Licata appears to continue to be in charge of Newark.
I think it's important to try not to over-complicate the structure of Philly. They're small enough that a top-heavy hierarchy would be pretty pointless. If they have a boss, acting boss, panel, street boss and captains then who's left at the bottom? Crews made up of one or two made guys?
Seems more likely that Narducci and Pungitore are allowed to act independently with their own crews while technically holding the rank of soldier, a la Harry Riccobene.
