It’s a speculative conclusion, but not one without base.
That the known cases of associates declining are few and far between. Of course there would be more that we don’t know, but the mob is still filling it’s ranks at whim it appears.
Additionally a soldier is a level above an associate and for the reasons I gave above coupled with that the position of soldier carries with it rights above that of an associate, all considered, I thinks it’s an easy conclusion to draw.

I think it's safe to assume there are more associates willing to join compared to those who refuse. I wouldn't say the they are refilling their ranks at whim though. The big NY families manage to stay afloat, but overall attrition has hit them hard. If we believe Valachi, around the time Tony Bender got popped, Genovese had 450 men on the streets. Do you think it's possible for them to reach such numbers in this day and age if they wanted? The recruitment pool is limited. Quality replacements are few and far between. If we're talking numbers alone Colombos are a good example what happens when you rely on quantity and sponsor dumb fucks over a long period of time.

Yes, Valachi's figure was 450. D'Arcos max for the Genovese was 300. I don't know if they could theoretically get back to that number if they did away with the current restraints but they could probably get close. The New York families still have the recruiting pool necessary to keep their numbers stable. But, as you said, there is the question of the quality of many of these recruits.

These guys are still human. Not sure if people really see them as human or just gangsters playing a role. If guys like Cali get along with someone who is not Italian you Think they don’t talk to them due to a supposed ranking.

The indictment never mentioned cali directly meeting the associate. Only said he had ties. Think about it, why would cali set up a ruling panel if he would still do street dealing in person, himself.
