Because Galante until the 1979 was considerated the de facto boss and only when Rastelli asked to whack lilo the other boss bothered because Galante don't wanted to share drug profits decided to whack him. At the end would be useless to repeat the ceremony.

You don't have to be the official boss to conduct ceremony but I see what you are saying. The presence of Massino says that both sides (Rastelli/Galante) were ok with the ceremony and all those being inducted.

Galante was the legit Acting Boss. Seems he eventually overstepped his bounds and tried to take over like Vic Orena did. So Galante did have legitimacy at least during the early period of his reign.
