Roselli was sent to California in the twenties, more for health reasons than anything else. This predates the Outfit's organization as an LCN family with all the resulting rituals and ceremony; the only guys doing it in Chicago at the time were the Gennas whom Roselli was not affiliated with. Therefore, Roselli was probably made into the L.A. family but still held strong ties to Chicago from his previous time there. In that sense, it was almost like Chicago had one of their own in the L.A. family. He worked more with Chicago and the bosses there than he did Dragna and was essentially Chicago's representante in the southern California mob.

Frattiano did say that Roselli was at his making ceremony. Roselli was the guy bringing the inductees into the room so Roselli was already made by then. I do agree with you that Frattiano probably lied quite a bit and exaggerated but on the subject of Johnny Roselli a guy whom he seems to like more then anyone else mentioned in the book what does he stand to gain by lying about his membership? Roselli was the guy who helped Frattiano transfer to Chicago when he fell out of favor with the LA leadership. An interesting part of the book says that once Dragna died Roselli was the favorite to take over the family but Desimone and Licata somehow rigged the election. Imagine how much different that family would have turned out if ROselli became boss rather then Desimone.

I def agree with Snakes take on things.

Roselli may have felt he still belonged to Chicago, and in a sense, he did. L.A. was not going to stand up to the Outfit bosses if Roselli was going over Dragna's head to Ricca and Nitti.

Yes, Roselli might have been bringing inductees into the room, but that was because he was already considered made in the Chicago Outfit.
A made guy from the Chicago Outfit could attend a making Ceremony in Los Angeles, especially if he was the Chicago representative out there.
Something to consider.
Yes he would be allowed to sit in but something to think about is that Chicago didn't hold ceremonies back then so it probably would have been something new to Roselli if he was made in Chicago. In any case this book specifically states that Roselli was made in LA and goes into detail about his transfer to Chicago. You seem interested in all things Chicago so why not check it out for yourself.
