If you look at the evidence and general trends, there's still enough fear (through threats alone) to operate. And one of the benefits of less murders is less chance of guys flipping when facing life for that. As long as there is no fear of retribution, there will be a vastly higher number of rats, than if not.

If given the choice between your wife and kids and never seeing them again or saving another button, the wife and kids will win 9/10 times.

This is simple fact and without a doubt puts LCN in a state of Decline. Nobodies denying it’s been more than resilient than expected but it’s in one of either three states: growing, stable, decline.
