Can’t remember when but Paulie and Sil went and told Richie to build Beansie a ramp. Richie was a Capo.

That means they were admin I assume.

Good theory about Paulie getting pulled down to soldier after prison basis Johnny Sac. And making Capa again in the final episode.

Paulie’s status is unexplained and confusing. The above probably paints the best picture.

The HBO Soprano chart for that season had Tony as the UnderBoss and Acting Boss, Silvio as Consiglieri and Paulie a Capo. It stayed that way for the next few seasons. Probably until season 5 since Uncle Junior still had the Boss title up to then until he finally lost his marbles by season 6. No mention of an UnderBoss after that. Tony made Bobby his top Capo, replacing Christopher, in season 7. The show never really mentioned or played up the UnderBoss rank. Probably not wanting to convolute things and confuse the audience. The Godfather book and movies did the same thing.

Are you guys sure paulie pulled down to soldier ?? Because he when tony sent little paulie and his guys (peter la rosa and alfie )to trash down carmine restaurant, paulie was shocked to hear that and i think he said "why he sent little paulie he works for me".

Season 3: Episode 11 – “Pine Barrens”

While they are lost in the woods, Paulie complains to Chris about Tony’s dealings with the Russians. Chris says that it is none of their business. Paulie replies “Fuck that, I’m a captain.” Later on, when Paulie threatens to pull rank on Chris for peeing outside the van window, Chris says “Fuck you Paulie, captain or no captain, right now we’re just two assholes lost in the woods.”


Season 4: Episode 2 – “No Show”

At a meeting involving Silvio, Ralph, Bobby, Chris, Patsy, and Little Paulie, the discussion comes up about no-show jobs on the Esplanade construction site. The decision is made to give a no-show job to Paulie, who is in jail, as well as a no-show job to Chris, who is made acting captain over Paulie’s crew.


Season 5: Episode 1 – “Two Tony’s”

Chris goes out to dinner with Tony, Silvio, Feech, and Paulie. Beforehand, Chris had to borrow money from Adriana because he was "low man" that night and so was expected to pay. At the end of the meal, Chris and Paulie fued over who ultimately has to pay. If Paulie was underboss, he would have been outranked by Tony alone, and would not have been bickering with Chris over who picked up the check.


Season 6: Episode 20 – “The Blue Comet”

Phil decides to go to war with New Jersey and makes his decision known to Butch and Albie. “We decapitate and do business with whatever’s left” he says. Later, Butch holds a meeting with other family members about who exactly to hit. They decide to hit who they identify as the top three guys – Tony, Silvio, and Bobby. One of them expresses his amazement that Bobby has risen so high after being “Junior’s driver.”

Upon being warned by the FBI that New York is planning to strike, Tony gives the order to hit Phil to Silvio and Bobby. They, in turn, pass along the order to Paulie, who who clearly resents taking orders from Bobby. Continuing on down the chain of command, Paulie gives the order to Patsy, who arranges the hit with Corky, the go-between with the Italian hitmen.

In the latter part of the episode both Silvio and Bobby are shot by New York hitmen, though Tony manages to evade them. Paulie is never a target, as he likely would have had he been the underboss.
All roads lead to New York.

I guess you right but
There are some cases of underboss who still have crews...

are we in agreement he is admin in season 2?
It's possible of that's how we interpret that scene.

Tony says he is giving Paulie a "bump". At this time Tony is the official underboss and Paulie is a captain, which makes the "bump" a promotion to acting underboss or part of a ruling panel, as he says the pecking order will be Tony, then Paulie and Sil "together". This could even mean there is a ruling panel of Tony, Paulie, and Sil, with Tony having the final word. Silvio is already the official consigliere and member of the admin, so at the very least we know Paulie was an acting member of the admin.

Paulie then asks, "What about Big Pussy?", who is a soldier in Paulie's crew, and Tony says Pussy and Furio will report direct to Paulie and Silvio. Who were the other made members of that crew at the time? Paulie's question only makes sense if Pussy was the only active member of Paulie's crew at the time. I don't think they mentioned Gigi and Patsy transferring to Paulie's crew yet at that point but could be wrong.

Later in the same episode we see Paulie having a meeting with Johnny Sack, Furio, and Pussy, and he makes Pussy leave the table so that he can have a private discussion with John and Furio. Usually it's Tony we see conducting business direct with John, so this is a sign that Paulie is now acting on behalf of the administration like the scene with Tony suggested.

Side note, but the fresh street talk had Tony as boss since Jackie Aprile died, but the FBI and Capeci confirmed he was a captain in season 1 and then underboss/street boss for most of the series. I don't think it's ever even confirmed that Tony is official boss in season 6. Maybe Junior still had the official spot until the end of the series. A couple of the old timers were still loyal to him at least. Of course this is just based off of the show, I haven't read those books. Books always have errors anyway.

Tony was the Boss in the pilot episode. When the show got picked up they changed it to him being a Capo with the imprisoned DeMeo as Boss and Jackie Aprile as Acting Boss.

I came across an interview with David chase where he gives his view of what happens after the ending. He says “the sopranos live on”. Don’t know how legit it was
