2 Staten Island men busted in prescription drug trafficking ring
BY MIRA WASSEF
STATEN ISLAND, N.Y. -- Two Staten Island men were busted in connection with a prescription drug trafficking ring that sold more than $25,000 in opioid painkillers on Staten Island and Brooklyn, officials announced Thursday.
Raymond Raimondi, 64, of Elm Park, Jeffrey Tesoro, 50, of Westerleigh, and four other people were arrested and indicted for conspiracy and criminal sale of a controlled substance for allegedly scheming to obtain the painkillers from pharmacies and selling them on the black market, according to the Special Narcotics Prosecutor's office.
The ring operated from August 2016 to October 2016.
"With so many lives already lost to addiction, law enforcement must remain vigilant in our fight against the opioid crisis on Staten Island and across the city," said District Attorney Michael E. McMahon. "Investigations like this are vital to putting drug dealers behind bars and keeping them off our streets."
Raimondi, the alleged ringleader, is also accused of selling oxycodone pills to an undercover NYPD officer 15 times, said authorities. Raimondi sold 1,900 pills for $25,000 cash during the transactions with the officer, prosecutors allege.
Authorities claim the sales occurred near a Brooklyn high school and in the parking lot at the Home Depot on Forest Avenue in Mariners Harbor, officials said. Prosecutors said Tesoro was with Raimondi during one of the sales in October 2016.
The two, along with co-defendants Vincent Maniscalco, Paul Consentino, Robert Florio and Louisa Valentin, allegedly worked together to fill prescriptions of painkillers at pharmacies on Staten Island and Brooklyn.
During the three months, the defendants filled prescriptions for over 2,800 oxycodone pills, authorities allege.
Raimondi, officials said, collected the pills from the group and sold them to customers on Staten Island and Brooklyn. Maniscalco allegedly sold oxycodone to customers in Brooklyn.
Authorities said the group used cellphones and coded language to discuss obtaining and filling the prescriptions and selling the pills.
Raimondi and Maniscalco, according to a law enforcement source, are known Gambino associates.
The wiretap investigation was conducted by the Office of the Special Narcotics Prosecutor, the Richmond County District Attorney's Office and the New York City Police Department's (NYPD) Criminal Enterprise Investigations Division.
The defendants are scheduled to be arraigned Thursday afternoon in Manhattan Supreme Court.
"These six defendants are facing conspiracy charges and lengthy prison sentences for allegedly trafficking potentially-deadly opioid painkillers," said NYPD Commissioner James P. O'Neill. "While we've modified our approach to this epidemic in order to save lives, those who peddle oxycodone and other deadly drugs should know that we're seeking them day and night - with precision."

Prescription Drug Trafficking Ring Sold Over $25,000 in Opioid Painkillers in Staten Island and Brooklyn: Six Charged
Bridget G. Brennan, New York City’s Special Narcotics Prosecutor, Richmond County District Attorney Michael E. McMahon and New York City Police Commissioner James P. O’Neill announced today the indictment and arrest of six members of a prescription drug trafficking ring in connection with a scheme to illegally obtain opioid painkillers from pharmacies and sell them on the black market.
An indictment charging alleged ringleader RAYMOND RAIMONDI, VINCENT MANISCALCO, PAUL CONSENTINO, ROBERT FLORIO, LOUISA VALENTIN and JEFFREY TESORO is the result of a wiretap investigation by the Office of the Special Narcotics Prosecutor, the Richmond County District Attorney’s Office and the New York City Police Department’s (NYPD) Criminal Enterprise Investigations Division. The defendants are scheduled to be arraigned this afternoon before Manhattan Supreme Court Justice Kirke Bartley. Richmond County District Attorney Michael E. McMahon submitted multiple eavesdropping applications for court authorization. Charges filed by the Special Narcotics Prosecutor’s Office include Conspiracy in the Fourth Degree and Criminal Sale of a Controlled Substance in the First, Second and Third Degrees.
During the charged conspiracy, which ran from August 1, 2016 to October 31, 2016, RAIMONDI, 64, a resident of Elm Park, Staten Island, and the other charged defendants worked together to fill prescriptions for oxycodone painkillers at pharmacies in Staten Island and Brooklyn for the purposes of selling the pills on the black market. RAIMONDI allegedly collected oxycodone pills from CONSENTINO, FLORIO, VALENTIN, TESORO and MANISCALCO and resold them to customers in Staten Island and Brooklyn. The defendants communicated with one another by cellphone and used coded language to discuss obtaining prescriptions for opioid painkillers, filling prescriptions at pharmacies and selling pills. Over the course of the three months, the defendants allegedly filled prescriptions for over 2,800 oxycodone pills.
RAIMONDI is also charged in connection with 15 sales of oxycodone pills to an undercover officer NYPD officer in Staten Island and Brooklyn. During sales to the undercover NYPD officer, RAIMONDI exchanged approximately 1,900 pills for $25,000 cash. Several sales occurred in the vicinity of the Poly Prep Country Day School in Dyker Heights, Brooklyn. TESORO, a resident of Westerleigh, Staten Island, was present with RAIMONDI for one of these sales to an undercover officer on October 13, 2016. Sales by RAIMONDI to the undercover officer also occurred at a Home Depot parking lot at 2501 Forest Avenue in Staten Island, among other locations.
On multiple occasions, police observed RAIMONDI accompany CONSENTINO to a pharmacy in Bensonhurst, Brooklyn. The indictment charges that some of the oxycodone pills acquired by RAIMONDI and CONSENTINO were allegedly supplied to MANISCALCO, a resident of South River, N.J. who formerly lived in Brooklyn. MANISCALCO allegedly sold oxycodone to customers in Brooklyn.
Special Narcotics Prosecutor Bridget G. Brennan thanked her office’s Special Investigations Bureau (SIB), Richmond County District Attorney Michael E. McMahon and the New York City Police Department’s (NYPD) Criminal Enterprise Investigations Division.
"The defendants are charged with distributing thousands of addictive pills and pocketing thousands in cash collected in the areas of the city most affected by the opioid crisis. Selling lethal drugs as neighbors overdose and die is deeply disturbing,” said Special Narcotics Prosecutor Bridget G. Brennan.
“With so many lives already lost to addiction, law enforcement must remain vigilant in our fight against the opioid crisis on Staten Island and across the City,” said District Attorney Michael E. McMahon. “Investigations like this are vital to putting drug dealers behind bars and keeping them off our streets. I commend Special Narcotics Prosecutor Bridget G. Brennan, the NYPD, and ADA Kirstin Krueger for all of the hard work put forth on this case, and we will continue working together to put an end to this blight on our communities.”
“These six defendants are facing conspiracy charges and lengthy prison sentences for allegedly trafficking potentially-deadly opioid painkillers,” said NYPD Commissioner James P. O’Neill. “Heroin and opioid abuse is sweeping the nation and the City of New York. While we’ve modified our approach to this epidemic in order to save lives, those who peddle oxycodone and other deadly drugs should know that we’re seeking them day and night – with precision. I want to thank the NYPD investigators, and their law enforcement colleagues at the office of the Special Narcotics Prosecutor as well as the Richmond County DA, for their work on this investigation.”

Re: Gambino-linked pill ring bust
got it. thanks. missed that. wonder what makes them an associate?
Sorry. Wrong Frank
Re: Gambino-linked pill ring bust
Salvine, who was former federal law enforcement and used to post on the RD forum years ago, said an associate is someone who is "on record" with the family and is typically engaged in ongoing activity with the mob. "Ongoing" being the operative word. Others may have a different definition which is why associate figures can vary so much. As for the FBI, Salvine said it's usually up to the local SAC.
