Interesting that the RCMP has a file on him too. I bet he was one of those NY reps who attended the meeting between Rizzuto and the Calabrians in Toronto in 2012. I think he could also be the Gambino member who Massino confided to to bring the message to Rizzuto that Vitale had flipped.
