Absolutely. Carmine Tramunti was acting boss for a couple of years before they made him official. That had to do with the terrible shape the Luccheses were in at the time. All the top guys were in jail, in poor health conditions or did not have the desire to step up. As we have seen in some cases, the Commission had to approve a new boss. It´s possible they were not able to meet and approve Tramunti until later. In the case of Mancuso, Montegna, Badalamenti (all acting bosses but at different times) it´s possible the Bonannos had decided to make Basciano official boss if he was to be acquitted in his raketeering trial. No. In the context of what we're talking about, "official" implies a permanence. In other words, an official boss is THE boss until he dies or steps down. "Acting" implies transitory or temporary. I thougt that the commission appointed Tony Corallo as far back as 1966, not for a reason of the terrible state of the fam but in reason that he was the best man for the job. I think Corallo was in line to be made boss but the indictment in 1968 put a stop for that. In 1969, Tramunti was listed by the FBI as the acting boss. In 1972/1973 he was listed as official boss, former acting boss. Corallo was made boss later, not sure when exactly.
