He liked to say he was his cousin, but according to Brandt & Sheeran they weren't related. I've seen conflicting info though.

Bufalino was heavily tied into NYC's garment industry because a majority of the dress and garment manufacturing facilities were in Northeast PA (Scranton, Pittston, Wilkes-Barre). I've still seen no actual evidence that supports Buffalino being acting boss of The Genovese, at any point . Personally , I think its a load of crap.

The Bufalino family also had people in Florida and a piece of the garment center in NYC in addition to their members in upstate NY. A pretty well connected small family.
