I think the Lucibellos were one of those families that were in Philadelphia before the great migration.

He had been an Assoaciate since the early 70s if not the 60s. Nicky the Crow briefly mentions him in Blood and Honor as one of the guy's he knew on the street when he was coming up in the 70s (refering to him only as Joe Mouse). Massimino got cought up in that big Philly drug case in 1987 and went to prison. He got out in 1992 and was made by Stanfa. He didn't last long before he went back to prison in 1993 for gambling and racketeering. He got out in 1998 just in time to see most of the family go away leaving him as the Acting UnderBoss. He got busted again in 2001 for running a gambling and loansharking opertion in South Jersey but on that one he managed to stay on bail until 2004. He got out in 2009 but got sweeped up again in the 2011 case. So he has been in prison most of the last 30 years.

Mousie must be so broke his whole life. Every time he starts to earn he is shipped off to prison. He gets just a taste of the good life he had so much about..then LE pulls out the rug under him. He's gotta be one of the least successful criminals out there. They call him a career criminal but he hasn't been on the street long enough to have a career in oc. ! Lol

Joe Mouse had one of the biggest books in the region for over twenty years, was knee deep in the drug scene, he made plenty of dough, but Rocco tell us again how Tore LoCascio was a tanglewood boy.

I remember reading Massimino had Sicilian Mafia family connections. Would explain why Stanfa might have showed interest.
