I have a user who has tried to send me PM's and they show up in my notifications but then say I am "not authorized to view messages on hold." Can anyone tell me why that is? Is there something on my end I need to fix or their end? It is the same user whose messages I am unable to view now. Can admin help with this? Thank you for any help.

cavita is correct.
The type of bulletin board utilized by TBHF has historically allowed members to create additional folders that can be used for incoming or outgoing PMs, the idea being you move messages from “full” folders to newly created folders.
