2C:37-3. Possession of Gambling Records.
a. A person is guilty of possession of gambling records when, with knowledge of the contents thereof, he possesses any writing, paper, instrument or article:
(1) Of a kind commonly used in the operation or promotion of a bookmaking scheme or enterprise, including any paper or paper product in sheet form chemically converted to nitrocellulose having explosive characteristics as well as any water soluble paper or paper derivative in sheet form.

Pennisi said after Zappola left the Jersey crew to go back to Brooklyn, Joseph R Perna (Big Joe) became the official captain. Big Joe had previously been Zappola's acting captain and served in the same capacity under Richard DeLuca. When Big Joe Perna became the official captain, Pennisi says Joseph M Perna (Little Joe) was made his acting captain "with the urging of Georgie Neck".

Ralph Perna and the late Michael Perna were brothers. Joseph M Perna (Little Joe) and John Perna are Ralph's sons. Joseph R Perna (Big Joe) is the son of Michael Perna, nephew of Ralph, and first cousin of Little Joe and John.
