EARLY LIFE

DiLeonardo said he grew up in bath beach, 17th Avenue

Graduated from new utcheret in 1973

He went to Kingsborough community college for about 18 months and then dropped out

His roots go over 100 years into the Gambino family

He said his grandfather was one of the first guys to come here and start it

His grandfather was a member of the black hand and then became a made man

His dad used to play cards with Joe Colombo and one night in particular, a dog bit him in the face and Colombo took out a handkerchief and put it to his face

At that time, he was the boss of the Colombo crime family.

Mikey said that he met Carlo Gambino


ASSOCIATE

In the mid 70s he was put on record with the Gambino family with Paulie Zach

Zach gave him 10k to put on the street. Mikey paid him 100 a week for it

He kicked up bookmaking and gambling profits to him

Leo Garafalo was Zach’s Capo

Leo was an old man who wasn’t earning much Zack wanted Mikey to give him 100 a week to get him integrated with him

1979 Mikey opened up a social club on Bay 7th and 86th Street

People who want to bet or take a loan would go to the club, including people who were close to him
He had more than one club


ARRESTS

In the late 70s, he was arrested for promoting gambling, but he paid a fine
Next arrest, September 2000, extortion money laundering and racketeering
He was acquitted of those charges after going to trial

DILEONARDO’S BROTHER WAS KILLED

His brother was killed on July 16, 1981

He was rubbing banks stealing drugs and whatever else he was instructed to do

Later on Mikey scars found out that it was Carmine Sessa Greg Scarpa Junior and Kevin Granado who killed him

They killed him because he was drug dealing

At the time of his death, he was 26

He spoke to Michael Persico in regards to his brother’s death

He had known him since he was 12 or 13

Persico came to the club a week or two after DiLeonardo’s brother was buried

Persico told him that he felt very bad about it and that they both actually liked each other, if he had known about it he would’ve stopped it

When asked if Michael Persico was committing crimes, De Leonardo said as far as he knew he was just a Shylock

He said that Frank Persico was an associate of the Colombo who is involved in pump and dump schemes

DiLeonardo was involved in pump and dump schemes

Frank was cousins with Michael and Alphonse Persico

11 years after his brother was killed, he found out who did it

he knew where the hit came from, but not those who actually did it

He believes that Jerry langella, “Scappy” and Greg made the decision to get rid off him

Michael Persico told Mikey that his dad had no knowledge of it

FRANKIE DECICCO’S DEATH

He said that he knew Frankie DeCicco his whole life and that he married his cousin

He was present when Frankie DeCicco was killed

You ran out of the club and himself, including three other people went out and tried to assist Frankie and another fellow who lived but he was caught up by the blast

According to DiLeonardo, DeCicco was one of the most loved guys in that life

They figured they had a war in their hands

There was a lot of anger in the family surrounding his death

The Gambino family investigated by looking at their own captains, sit them down and look in their eyes to see if they had anything to do with it, possibly due to any sort of allegiance with Paul Castellano
Inquiries were made to all families

Gotti and Gravano spearheaded the investigation

During this time, a lot of people started carrying guns

They thought maybe it’s a war and they didn’t know who’s next

DeCicco was killed because he and Gotti killed the boss without permission

4 families were on the Commission at the time of Frankie’s death

Two of the three families voted to kill him

When asked if they found out he said yes, they found out some years later but when asked why they didn’t retaliate he said “the Gotti’s didn’t take the initiative to do it.”

FRANKIE DECICCO’S DEATH

Angelo ruggiero felt as if Suriani killed DeCicco

Gravano said that if we don’t like his answers, we will kill him

Mikey defended him and said he’s an innocent kid. He had nothing to do with it and he didn’t even know about the affair.

Mikey saved his life

“ Angelo was looking for blood and I wanted to clip him.”

Sammy said he told Angelo, “ you want me to be part of this administration, going forward we are not going to just kill guys for no reason.”

Before Frankie was killed, Sammy was a captain

Angelo ruggiero “ wasn’t the sharpest knife.”

He was looking for blood and wanted to throw guys in the street

Anthony rotundo’s dad was killed without permission

Frank parosole was killed without permission by an associate, Lenny decarlo from the Gambino’s

Huck Carbonaro is his uncle and that saved him from being killed

Mikey said he would kill Lenny and his uncle but this didn’t happen

Instead, his brother in law, Frankie was taken from DiLeonardo’s crew

Mikey didn’t have respect for Huck but respected him as a wiseguy

Mikey saved Huck and Vallario, he was responsible for them after this

Bobby Boriello was an Acting captain

MADE MAN

He became an inducted member on the 24th of December 1988

At that time, he’s captain was Jack D’Amico, he told him to come to Mulberry Street in a suit.

They walked to a building that Gambino Capo, Joe “Carrao” owned

Bobby Boriello was present with Thomas “Huck” Carbonaro, Skinny Dom, Gotti Junior and Nicky LaSorsa and another guy who he does not remember

He went inside a room a rectangular table was at along with 10 to 12 skippers

Gravano and Frank Locascio headed his ceremony though Gravano spoke

Gravano told him that there’s one way out of the life and that’s on a slab

D’Amico pinched his fingers with a pin

A crumbled up saint was put into Mikey’s cupped hands and set alight whilst he repeated the oath

He embraced all the present skippers then they all locked hands and words in Italian were spoke which DeLeonardo said were that what happened on this day is not to be spoken of

D’Amico proposed him and was his capo

D’Amico was introduced to him as his father

The rules were the ordinary. Don’t rob up the family be with another member’s wife lay hands on another member don’t do that. Don’t deal drugs

The rules are broken all the time

Killing a made man without permission is done but not all the time

He testified that made members sometimes higher private investigators to see what witnesses have been doing like bad acts and what others are up to such as other members

D’Amico’s crew consisted of – Jerry L’Aquila, Nicky martino, Philly mealy, Lou celica and a few others

CAPO

In 1992/93, Gotti Sr still the boss

Family being run on a five man committee

Gravano with John Gotti junior, who had the ultimate say, were running the family when Gotti was in the MCC (presumably 1986)

He ran the family from USP Marion through his son a bit and attorneys

They had a code

When junior started taking over the family. He asked him if he wanted to be on the committee. Lou Vallario was being taken down because Sammy had just flipped and he was very close to him.

He felt it wasn’t the right time and put up older guys to take some heat of us

When Jimmy brown was arrested, again junior asked though he refused

He thought that he and Junior were too young to be upfront on the committee so let the older guys take their position whilst they will run the family from the background due to law enforcement scrutiny he thought this

Junior asked him for help with running the family

Mikey scars baptized juniors son

As to how Mikey made his money, it was from Shylocking, bookmaking, stock fraud construction extortion restaurant extortion

LABOR RACKETEERING

They would direct the membership on sites to slow down a job site or stop the job to exert pressure on the ownership or the construction contractor get our way, get some money out of them will be in conjunction with them

Most of the lead guys are off the job, pretty good agreement with the general contractor and the union and split the proceeds

The Gambinos ran local to 82 and local 23 of the laborers restaurant workers union and others

Vito Piatta was in local 23 and Mikey scars owned him but never met him
Before Mikey had him, Jackie DeRoss had him

The Gambinos controlled just about every concrete company in the city, labor locals and a lot of contractors to
“ we had just about our hand in every aspect of construction”

From control of a local, if a contractor didn’t want to have all union guys, he would leave some out and pay the Gambino’s whatever they would save from not paying union wages

The concrete pourers were controlled by the Gambino’s

If any family wanted to open up a concrete business, they had to go through the Gambino’s. That was one of the rules. They needed permission from them to set up a concrete business


CONSTRUCTION PANEL

He formed the construction panel

Took over construction interests for the family after Gravano cooperated

In 1992, Mikey became a captain but officially took the position in 1993

He was the liaison between the Colombo family as a capo

Other families were making side deals and this was a problem because the Gambino couldn’t see it nor could they control it
All families were involved in the construction panel

When they were two Colombo factions he did this one deal with Joe Scopo involving concrete

Later on, over the years, he dealt with Jimmy Clemons, Frank Mealy and Jackie DeRoss in regards to construction. Allie Boy and Wild Bill

DiLeonardo testified that the Gambino’s made 100 million or 200 million in construction in historythough he said also that he must’ve brought in 2 million

SHELVED

In June 2002 he was making 150 K per month of stock scams though he began with 2K

This began with someone he had around him named Sal Romano

He was making a couple of thousand a month from Shylocking when arrested in June of 2002

He was charged with racketeering,shylocking,conspiracy,construction extortion and the murder of Fred Weiss on the 20th on June, 2002

About a month after being arrested, he was denied bail and classed as a danger to the community

He wanted bail so he could control his affairs on the street such as his money, the construction business and businesses he had on the street

his business has started being taken away from him and nothing was being kicked up to his family

He was accused of hiding 15 K a month from a steel company with his partner and the construction business Eddie Garafola

He said that this was a lie

He was shelved, this broke his heart and devastated him

The admin who shelved him included – Peter Gotti as boss, Arnold Squitieri as Underboss and Joseph Corozzo as the Consigliere

After learning that he had been shelved , he decided to cooperate

COOPERATION

The government said they would let him out if he would wire up and capture three individuals

They were, Joseph Corozzo, Johnny Rizzo and Thomas Huck carbonaro

The judge knew that he was cooperating

He told Frankie Fappiano, his ex brother in law, that he wanted to cooperate and offered him to join him
They were in the MCC

Being released unveil raise the red flag for the others and he couldn’t get close to the three targets

He was having problems sleeping due to his cooperation

He would wake up after every 15 minutes from all the stress

Mikey was distraught by the decision
Later, he was prescribed with Ambien and Zoloft by a psychiatrist

He said he began to cooperate again when found out that they had sent his son up Michael to visit John Junior and prison in order to try and stop him from cooperating

DiLeonardo said that they manipulated his son which made him angry

So he decided to cooperate as a result in February of 2003

His son is devastated over his cooperation and doesn’t talk to him

When cooperating he said he could’ve potentially talked about hundreds of people to the government

He pled guilty on May 1st of 2003

He received a monthly stipend of 2200 and change as part of the witness protection program
In total 250,000 has been spent on him



SUICIDE ATTEMPT

He went to sleep for about an hour, but he woke up again due to bad dreams over his decision to cooperate

He said he imagined dying with honour like a Samurai

He went downstairs to his kitchen over the sink and opened up all the pills and swallowed them and then he said I hope John Junior appreciates this

The next thing that happened was that he woke up in hospital where he saw his girlfriend

You were sent back to the MCC in the special housing unit where he claimed terrorists are held

The unit has 6 cells

The lights are on 24 hours a day there was extremely cold. There was no hot water no toilet paper and he said that he was naked in the cell

Week later, they gave him a jumpsuit

The conditions remained the same and he described the food as being horrible

The guards played with his food he said

He considered dying in that cell

He “started and stopped” meeting with the government for the next 6 months


RULES

To be put on record, a maid man takes your name and gives it to his captain who then gives it to the bosses of his family

Bosses on the commission vote on politics and procedure

Bonanno family were on “probation” this was mentioned in reference to the commission

Mikey said that if the mob kills you with honour, they shoot you in the back of the head and leave your body for your family to find

A sit down is when 2 wiseguys meet and tried to hammer out the details of why they are there

MURDERS

DiLeonardo said he began committing crimes at the age of 12

Fighting,vandalizations,gang fights,assaults

He smoked pot up to a dozen times between the age of 14/15

He said he never participated in drug dealing

He participated in 3 murders

This includes, Frank hydell,Fred Weiss and Jack (he didn’t know his last name)

They were all shot dead, but he didn’t do the shooting and he never saw it be done

Weiss was killed because he was thought to be cooperating

John Gotti Sr ordered it and members of the Jersey family carried it out

ALPHONSE “LITTLE ALLIE BOY” PERSICO

When asked what type of issues would you talk to them about, here’s what he said. “ Construction stocks, stock markets, politics of the families. Straighten out guys for lists, to straighten out lists inductees, possibly.And cooperators.”

He met with Allie Boy dozens of times over the years

He met with him from the mid 90s to “maybe” 2000

As for what they spoke about he said “ construction, transferring guys back and forth.LCN politics.Cooperator at one time.Just about everything.”

Allie was the Acting Boss when they met

After Allie was released from prison (1993/94 i think) he grew close and closer to DiLeonardo. In fact DiLeonardo said he grew quite fond of him.

He was asked if he had a problem with Allie, DiLeonardo said no, he’s a great guy and Jackie DeRoss to.

DeRoss told DiLeonardo that Allie loves Mikey scars

From the mid 90s until the late 90s, Allie spent a lot of time in Florida

He was a good scuba diver and Mikey discussed going with him when they bumped into each other in Florida

He liked sky diving and the outdoors

Mikey was trying to get Allie to meet with the Gotti’s by mid 1999

Peter Gotti in particular because he was still on the street

Bill became the Underboss between 6 months to a year before the middle of 1999

Allie was introduced to Mikey as acting boss from 1995/96

Eddie Garaflo introduced Bill to Mikey as the Underboss

JACKIE DEROSS

He said he met with Jackie DeRoss over a dozen times two and spoke about basically the same things with Allie boy as he did with DeRoss

DeRoss was a Capo when DiLeonardo first met him but later became the underboss

From the late 70s up until 1999, he met with Wild Bill Cutolo

Same type of topics were discussed with Bill as they were with Persico and de Ross

Mikey said that DeRoss was a stickler for the rules

WILD BILL CUTOLO

He first met Billy in the late 70s at that time Billy was a made man

The first time they met was over a beef for the fruit buyer, but Billy didn’t wanna sit down with him because he wasn’t a made man so he had to go through Paulie Zack

The name of the fruit buyer was Louis Burdo

Billy adhered to protocol

At some point in 1986 or 1989 Michael was introduced to Billy who at that time was a captain

When asked what was your impression on Billy Cutolo, here’s what he said
“ he was very assertive, aggressive fellow or very wise on Cosa Nostra, he knows the life.”

“ he knew the rules and stuck by protocols of the life.”

“He was a worthy adversary when you sat down with the guy”

“He didn’t give an inch, Billy. He was a tough negotiator. That’s one thing I think he was lacking, the ability to concede.”

DiLeonardo knew Cutolo’s crew because they were from his neighbourhood

He mentioned that included, Robert D’Onofrio, Joey lakes Lugrano, Joe smash, Joe Campanella. “Joey’s brother Frank” who was an associate. Paul Rizzuto who was originally an associate with the Gambino’s

He met bill’s son, junior, briefly a few times

Last time he saw Campanella was in 2004 at the MCC

Cutolo had a social club on 70th Avenue, they had a crew night on either Tuesdays or Wednesdays where all members would come in

Mikey attended the club once

Mikey scars attended because Black dom had beaten up a kid (he used the word kid but didn’t elaborate on it)

He describes time is not being made, but very aggressive and quick with his hands a tough kid

“ With Bill, they walked around without a license like King Kong.”

BILL

Wild bill was called by that name because he was a wild guy

“Very animated at times, and very aggressive”

He was feared and violent

Bill had good negotiation skills, but he would never give in

He had “terrible disputes”

Mikey had a relationship with Larry Persico

At the time when he met Bill, he didn’t know Allie Persico until many years later

Sometime in 1989/90, he was introduced to bill who was a captain but Mikey was a soldier

When he went to his club, Mikey didn’t want to speak inside because he thought it would be monitored through bugs

Bill was willing to speak to him in front of everyone, but Mikey wanted to take the conversation outside a few blocks away

Bill went with a few others such as Black dom and Joe Campanella who was in the car

Other meetings that Mikey had with bill would be at 18th Avenue Bensonhurst and their meetings with last for five or 10 minutes usually

His conversations with Billy were pretty much a debate, they didn’t meet socially, only when they had a dispute

The meetings I had weren’t really heated. They never yelled at each other

Bill junior all kinds of problems with bookmaking

He had a beef with Joey D’Angelo and Frankie Fappiano over it

Mikey met with Bill over a dispute in regards to bill junior over phone cards, money that was owed to Johnny Rizzo and Jackie D’Amico

Mikey met with bill Junior twice in the lawyers office that they shared though they never had any business meetings

He met with Bill cutolo on the schoolyard, Dyker Heights Park

Mikey never discussed resolving the Colombo family war with Bill

Mikey was an acting captain sometime after Gravano flipped

An Acting Capo for D’Amico though Junior bumped him up so he would have a position and speaking to people

L’AQUIL CONSTRUCTION DISPUTE

L’Aquila construction was controlled by the Colombo family

The person running it was Joey Scarpo, he went to Junior Gotti so he could get permission to open up a concrete pouring plant

He needed permission because the Gambino family ran that

Joey Scarpo said to Junior that the Colombo family was willing to give up hundred thousand dollars worth of key money that they would pay on a payment schedule every month

DiLeonardo describes the money as “open the door”

Eddie garafola is partners with DiLeonardo in the illegal construction business

Eddie didn’t want to let the Colombo family in, but if it was with Junior, one time, he would allow it

The payment schedule as to the amount of yards that were poured. They would whack up the proceeds from that.

Eddie didn’t want to open this business because other families already had other businesses so to put this business in would, “confuse the mess.”

After Joey’s death, his brother Ralphie took over the business and refused to acknowledge the deal, he stopped L’Aquila from paying the Gambino’s

Allie boy came out 2 and a half to three years out of prison after this construction dispute

The Gambinos met with the Orena faction who agreed to pay 75K towards the key money

The Gambino’s would go 10k on a fee which both families would get 5k from

The Colombo’s also paid some retractive money we owed after they got the dispute



DILEONARDO BECOMES THE COLOMBO LIASON

Allie Boy discussed the L’Aquila construction dispute with the DiLeonardo

Allie said that it wasn’t right that you let them in doing business with you even though they (the Orena faction) were with them (the Colombo family)

He said by taking money from them, he certified that they (Orena Faction) are a viable entity

Allie asked to stop and if and when they get the deal together again, he would pay the retroactive money

Junior Gotti wouldn’t meet with Allie because as he said, Mikey scars was doing it and knew what went on in the past

Jackie D’Amico felt as if Junior should be meeting him but Junior volunteered Mikey for it

Allie and Mikey scars were both from Bensonhurst

Mikey knew the family well

Junior sent Mikey Scars, Jackie D’Amico to meet Allie in a restaurant who had Joe Baudanza with him who was a Colombo Captain

They discussed the L’Aquila situation

D’Amico said to Allie that when you talk to DiLeonardo, it’s like talking to a Gotti

He also said that DiLeonardo had the decision making capacity. He gave him the authority to make a decision

Allie Boy gave DiLeonardo 60k (guesstimate) in payments in person concerning the L’Aquila situation

Mikey scars met Allie Boy twice at the house of Allie’s brother in law, Angelo Spata


COLOMBO FAMILY WAR

Vinnie Aloi, Joe Scop, Wild Bill and a few others were part of a committee who ran the Orena faction
Tommy Gioeli was part of the Persico faction

By June of 2002 Tommy was running the Colombo family

John Gotti Senior instigated the war in order to throw out Carmine Persico

Gotti influenced Orena

“He (Gotti) told Vic that he called Carmine a rat which wasn’t called for”

Gotti wanted the Commission seats but couldn’t get them with Persico as boss

He used Orena as a puppet in order to get his seat (vote)

When the war started, Gotti was in the street

Gotti junior met with Joe Scopo, Vinnie Aloi and wild bill when the war occurred

Aloi was a captain on the orena side

The highest position that wild Bill had before the war was captain but now he was on the committee, helping to run the Orena faction

Gotti junior met with the Orena faction. Some of the meetings were on Rockaway Beach on the boardwalk

usually held late at night in the undercover of darkness because of the war and because of law-enforcement heat

The meetings consisted of bringing the two factions back together and that Persico was the correct part of the family to be running it

After saying this, DiLeonardo mentions that Gotti senior and junior supported the Orena faction.” it would be easier to try negotiate and a lot of things to discuss.”

Violence in the Colombo war let up after the death of Joe Scopo

In his view after the murder, the war didn’t end because the other factions didn’t come in

There was no commission at this time

Panels with other families delegated that it was the Persico’s who had won. That’s what the families agreed upon

After Allie Boy was released in the mid 90s, he was the Acting Boss

After the war, Billy Cutolo made an agreement to come in.junior Gotti told DiLeonardo that Billy bought a gift and came in

After the war ended members of the Orena Faction started to trickle in a little at a time but there was still an Orena faction, even in 2002, which did not come back in the family

Bill came back into the fold with the Persico’s thought there were some people who didn’t want it to happen

These were Vinnie Aloi, Joe Scopo, Orena’s sons and some other members

Tommy Gioeli is a Long Island guy though with the Persico’s

When asked if there were faction of guys on long island who were with Orena, he said “yes, I’m not sure”

Frank Melia is a deceased Colombo member who died from a heart attack

He was aligned with the Orena faction


BOBBY BORIELLO’S PROBLEM

Preston geritano and Bobby Boriello were lifelong friends

But then became bitter enemies, shooting at each other

Gotti sent Gravano to the west side to tell them that if Preston, who belongs to the Genovese family, hurts Bobby that they need to kill Preston

there was also an agreement to control Preston and not have any more problems with Bobby
Gotti wanted to kill Preston, but Mikey talked him out of it

FRANK HYDELL’S MURDER

In regards to Frank hydell, Mikey received 2 messages from 2 different people telling him that he was cooperating

Mikey passed on the message which facilitated his death

Peter Gotti knew about it at the time

Mikey told Huck and Eddie garafalo

Danny Marino was in Fort Dix at the time though he was related to Hydell

George Lombardozi was a capo who was cousins with Marino, he was sent up to see him and tell him that his nephew is a rat

Huck came to see Mikey about killing Hydell

Hydell was killed without the permission of Peter Gotti and Mikey scars


COLOMBO WAR

Junior Gotti said that Bill brought a box of money to Allie when coming back into the fold
Mikey met Allie in 1995/96

Bill is made captain again in 1996/97

When bill became a captain again, Allie is the only one who held an administrative position

Mikey said the aforementioned then said that Joel Cacace was also in the admin but he can’t recall his position

There wasn’t any liaison between the Colombo’s and Gambino’s before Mikey scars

Before the war, Mikey said that Allie was a capo but was never introduced to him in that time


DEROSS

Mikey had sit downs with Cutolo,DeRoss and Allie Boy over Dom Goffredo (a contractor)

DeRoss was always a capo when Mikey met him until DeRoss was bumped up

Mikey said that he met with Allie dozens of times

Meetings were arranged sometimes through Angelo Spata or through Eddie Garafalo going to DeRoss

Mikey had an associate set up appointments for Jackie

The associate is described as Jackie’s “next door”

Mikey met with Jackie over construction and politics

Trucking,dumps and dirt were generally spoken about with DeRoss in regards to construction

L’Aquila was mainly discussed with Allie

COOPERATION

Frankie Fappiano is the ex brother in law of Mikey Scars DiLeonardo

Brother of his wife

Mikey told Fappiano that he was going to cooperate

Mikey was getting bail but still told Fappiano

Mikey reached out through his lawyer to cooperate

The mob threw him out (shelved) which is why he’s cooperating

The mob took his cause away so it’s pointless to be in prison for the rest of his life

He had gone to trial in Atlanta on a previous case with a smile on his face every single day and in his words, won a miracle

He stood up for the family but things were different because they had shelved him now

He was acquitted and he believes this is because the government put up a bad case

Whilst out on bail, he was wearing a wire, even when he was visiting his dying mom in the hospital, it was part of the rules

He was wrestling with his decision to cooperate

But what led him to begin cooperating in it’s entirety was the fact that Gotti junior called Mikey’s son on a visit and tried to manipulate Mikey’s son to try and get him not to cooperate
That made Mikey angry

When he was in general population, his son didn’t visit him

This is because he didn’t want to hurt his mom’s feelings

Though, he visited him hen it came out that he was cooperating

The only way he could come up was with Mikey’s girlfriend, Madeline

The GENOVESE FAMILY WERE AGAINST PERSICO

He met Allie in a park near PS 201 in dyker park Brooklyn

He also met him at restaurants

Allie has an interest in a bagel store on 76th Street with his brother

Allie and Michael Persico have an interest in Romantique limousine

Allie told scars that his family weren’t allowed to straighten out anybody and he asked him for help with that

DiLeonardo helped by going to Pete and said to “start straightening out guys, to stop. When things calmed down.”

The Genovese family didn’t want the Persico Faction to prevail

They were against everything that Allie Boy was trying to put the thing to rest
“He wanted — they wanted everybody under his roof”

“Pete (Gotti?) having a family didn’t put enough initiative to put these things together. Was acknowledging people doing business.”

DiLeonardo believed that Allie was right and was trying to change the family’s position on it

MIKEY SCARS TELLS ALLIE THAT BILL IS A THREAT
